In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Thursday, May 28, 2026, for furnishing
the City of Redding a proposal for providing Architectural Services for Development of Conceptual
Design Study for Community Resilience Center per the scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Thursday, May 28, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound), four (3) bound copies and a USB drive
with a PDF copy of the proposal. Electronic submission of proposals will not be allowed. One (1)
set of the Fee Proposal is to be submitted in a separate, sealed envelope. The City will award
any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on
Friday, May 8, 2026. All inquiries must be made in writing and may be submitted to the email
address shown below.

I. INTRODUCTION
The City of Redding (“City”) is seeking proposals from qualified architectural consultants
(“Consultant”) to provide preliminary conceptual design services for a proposed Community
Resilience Center (Project) of approximately 25,000 square feet in Redding, California located at 2515
and 2551 South Market Street, 2553 and 2541 Angelo Avenue, and 1145 State Street (APN 104-280-063-
000, 104-280-065-000, 104-280-036-000, 104-280-035-000 and 104-280-034-000) These parcels,
when combined, are approximately 2.32-acres in development size.
The purpose of this project is to develop a conceptual site and building plan to support long-range
planning, stakeholder engagement, funding applications, and future design phases.
This solicitation is limited to conceptual planning and preliminary architectural design. Detailed
engineering, construction documents, and permitting services are not included in this scope and may
be procured separately at a later date.
For the Consultant to be considered qualified, the firm or project team must possess technical
competence in design of multi-use buildings. The City intends to select a single Consultant team for
all aspects of the work necessary to complete the concept document. Any Consultant responding to
the RFP must be willing to commit the necessary resources to the project within a mutually agreed
upon schedule. Interested Consultants are invited to submit qualifications in accordance with the
requirements of this Request for Proposal (RFP).
The Project outcome is expected to conform with the City of Redding’s planning, zoning and use
requirements, in addition to the Parkview Neighborhood Strategic Revitalization Plan (PNSRP),
which emphasizes design standards that addresses building orientation, entrances, landscaping and
screening, general building design and neighborhood compatibility. The PNSRP is available for

The following are possible design elements of the Project that may be incorporated due to funding
source or other requirements:
Private Office Spaces (8-10)
Classroom/conference room
Food Storage/Kitchen
Flex room for resource center services (medium classroom size)
Basketball Courts (up to 5) 94’ x 50’ – NBA/College size (with space for seating)
Restrooms/changing rooms
Outdoor area for children & garden (min 150 sf)
Childcare facility
II. GENERAL REQUIREMENTS
For the Consultant to be considered qualified, the firm or project team must demonstrate experience
with conceptual design of community facilities or public buildings, experience with multi-use facilities
(community centers, recreation, resilience, or similar), the ability to communicate design concepts
clearly through graphics, knowledge of public sector projects and stakeholder engagement processes
and provide qualifications of key personnel.
III. SCOPE OF SERVICES
The City has received planning funding to evaluate the development of a Community Resilience Center
that would support community services, emergency preparedness, workforce development, recreation,
and related activities.
The proposed facility may include a combination of uses such as:
Offices and administrative space
Classrooms and training rooms
Community gathering spaces
Indoor recreation or sports areas
Outdoor space
Support spaces (restrooms, storage, etc.)
Associated parking and site circulation
The intent of this project is to establish a preliminary vision, building footprint, and site layout
sufficient to inform decision-making, a preliminary review of the project by City staff and future
funding opportunities.
The primary objectives of this effort are:
Identify spatial needs and relationships for major program components
Develop a conceptual building layout and site plan
Illustrate how the proposed facility could be accommodated on the site
Provide graphics suitable for stakeholder engagement and presentations
Develop a planning-level opinion of probable cost
Estimate the maximum occupancy of the various uses or combinations of uses of the facility to
support preliminary application review.
The Project will also have design elements that incorporate a blending of the Parkview Avenue
business corridor and existing residential areas that make up the Parkview Neighborhood. The
Project should enhance the quality of life for the tenants of the Project and the neighborhood in
general.
The following services are not included in this solicitation:
Civil engineering design
Structural engineering
Mechanical, electrical, or plumbing engineering
