Overview

Summary

The City of Rock Hill, South Carolina ("City") is seeking proposals from qualified financial service providers for a purchasing card (P-Card) program for City employees to purchase goods and services. The award will be made to a single card contractor that shall implement and operate a purchasing card program in accordance with the requirements stated herein.

Background

The City of Rock Hill currently has a purchasing card program administered by Synovus. At present, the program has almost 400 cardholders across various departments and divisions. The total p-card spend for fiscal year 2023-2024 was $2,558,515. Note: Past volume may not be indicative of future volume, and the number of cardholders fluctuates frequently.
