I. INTRODUCTION
HOMECOMINGS, INC., invites qualified and experienced real estate brokers to
submit proposals to provide comprehensive brokerage services for the sale of ten
(10) residential units located in the City of Ventura, California. These units are
currently part of the HUD Public Housing Program and will be sold at market rate
following HUD Section 18 disposition approval.
II. BACKGROUND
HUD Section 18 of the U.S. Housing Act allows housing authorities to dispose of
public housing units under certain conditions, typically when units are obsolete or
when disposition supports the agency’s long-term goals. VENTURA HOUSING will
seek approval to sell these units at fair market value. The selected broker will play a
critical role in ensuring compliance with all applicable HUD requirements and
California real estate regulations.
III. SCOPE OF SERVICES
The selected broker will:
List and market all properties for sale at fair market value.
Develop and implement a marketing plan targeting qualified buyers.
Handle all aspects of the transaction, including negotiations and closing.
Ensure compliance with HUD Section 18 requirements and California real estate
laws.
Provide regular updates to Ventura Housing throughout the process.

V. PROPOSAL REQUIREMENTS
Proposals must include:
Cover Letter with firm name, address, and contact information.
Commission Structure (clearly stated).
Marketing Plan detailing strategies and timelines.
Proposed Timeline for completing sales.
Qualifications: California real estate license, experience with HUD compliance.
References: Minimum of three (3) relevant client references.
Insurance: Confirmation of required coverage (general liability, professional
liability, and any other standard coverage).
Disclosure of any indictments, convictions, or civil judgments related to fraud or
misconduct within the past 3 years.
VI. MINORITY/WOMEN BUSINESS ENTERPRISE (M/WBE)
HOMECOMINGS, INC., encourages participation by Minority and Women Business
Enterprises. Please indicate if your firm is certified as an M/WBE and provide
supporting documentation.
VII. INSURANCE REQUIREMENTS
The selected broker must maintain adequate insurance coverage, including but not
limited to:
General Liability Insurance
Professional Liability (Errors & Omissions) Insurance
Worker’s Compensation (if applicable)
Proof of insurance will be required before contract execution.
VIII. EVALUATION CRITERIA
Proposals will be evaluated based on:
Cost / Commission Structure 30 points
Experience and Qualifications 25 points
Marketing Plan and Approach 20 points
Compliance Knowledge (HUD & CA Regulations) 15 points
References 5 points
M/WBE Participation 5 points
