Environmental Review Services
Public Housing Repositioning
Homecomings, Inc., a nonprofit affiliate of the Housing Authority of the City of San Buenaventura (the “Owner”) is requesting
proposals from firms to provide consulting services related to federal environmental review under the National Environmental
Policy Act and 24 CFR Part 50, HUD Environmental Review Regulations, as well as other types of environmental review
services as needed.
The selected Consultant (“Consultant”) will review the scope of work of the property funded under the public housing program
and converting to the Section 8 program, determine the appropriate level of environmental review, conduct the environmental
review, and upload the environmental review in HEROS and assign it to HUD.
Background and Project Description.
Homecomings Inc., owns and operates 148 units of public housing located across twelve (12) sites at the following addresses:
see Exhibit “A”.
Homecomings, Inc., Nonprofit affiliate of the Housing Authority of the City of San Buenaventura (HACSB) proposes to
rehabilitate the remaining Public Housing scattered site properties in AMP 4 and AMP 5 by requesting permission from the
U.S. Department of Housing and Urban Development (HUD) Rental Assistance Demonstration (RAD) RAD application and
approval process.
The project is comprised of eight (8) scattered site multi-family apartments and four (4) scattered site quadplexes with a total
of 148 units. The unit-mix for the multi-family apartments consists of one, two, three and four-bedroom units, and the
quadplexes have one, and three-bedroom units. All twelve (12) sites will be a part of the RAD conversion. Homecomings,
Inc., will request the RAD blend program, which will permit Project-based vouchers at 90% for the units using the HUD Fair
Market Rents (FMR) and allow the other 10% for the RAD voucher units.
Homecomings, Inc., is anticipating RAD approval by the end of third quarter of 2026. Homecomings, Inc., plans to apply to
the California Debt Limit Allocation Committee (CDLAC) tax credit program under a to-be-formed limited partner. The
restricted units will be between 30% and 80% of the area median income (AMI). The building types are all within a 10-mile
radius from one another. The project is not anticipating any major ground disturbance during the rehabilitation phase of
construction.
Level of Review
Under RAD, there are three potential levels of environmental review. They are:
CEST Reviews, which stands for “Categorical Exclusions Subject To the Federal Laws and Authorities cited in 24 CFR 50.4”
EA Reviews, which stands for “Environmental Assessments;” and
EIS Reviews, which stands for “Environmental Impact Statements.”
The lowest possible initial level of review for a RAD transaction is CEST. Projects at this level of review are categorically
excluded from the National Environmental Policy Act (“NEPA”) but must comply with the related environmental laws and
authorities listed in 24 CFR 50.4, including the National Historic Preservation Act, Executive Orders 11990 and 11988 on
Floodplain Management and Wetland Protection, and HUD’s toxics and contamination standards. A Phase 1 Environmental

Site Assessment or Transaction Screen is required to be submitted for all CEST Reviews.
To qualify as CEST the RAD transaction must meet a categorical exclusion listed in 24 CFR 50.20(a). Rehabilitation
associated with the RAD transaction must meet the requirements set in 24 CFR 50.20(a)(2)(ii):
Unit density is not changed more than 20 percent; and
The project does not involve changes in land use from non-residential to residential; and
The estimated cost of rehabilitation is less than 75 percent of the total estimated cost of replacement after rehabilitation.
In all other cases, the review will initially be an EA or, in extremely rare cases, an EIS.
Environmental Reviews will be undertaken by the Consultant selected under this request for proposals (RFP).
Scope of Services
The selected Consultant shall:
Review the project descriptions and contact Homecomings, Inc., to garner additional information as necessary to determine
the appropriate level of environmental review and required timeframe for completion of the environmental review.
Provide Homecomings, Inc., with the determination of the level of environmental review, the projected start date, completion
date, understanding of the project, scope of work, and fee schedule for each of the funded projects. The consultant shall also
follow the environmental regulations for new construction and rehabilitation of scattered site projects pertaining to the
California Debt Limit Allocation Committee (CDLAC), and to the California Tax Credit Allocation Committee (CTCAC).
The Consultant will initiate all necessary consultations and studies to complete the environmental review as described in the
HUD Environmental Review Regulations. The scope of this RFP covers only the items necessary to complete that review
which may include:
Phase I or Transaction Screen
Radon Testing
Asbestos Testing
Lead-Based Paint screening
Historical Consultation
Other studies such as geotechnical, biotic, archaeological, noise, traffic, etc. that are required and known during the scoping
stage shall be supplied to the Consultant by Homecomings, Inc., or, if not already obtained, included as an additional cost
item in the Consultant's original fee schedule. Additional studies and consultations required that arise after the scoping stage
may be included; only if the Consultant has notified Homecomings Inc., of the need for the additional services, along with the
cost, prior to initiating those services.
Upload all required documents into HEROS.
The Consultant will be solely responsible for all costs incurred during the environmental review process, including, but not
limited to, travel time and costs, food, lodging, postage, shipping, reproductions, and subcontracts.
Submission Requirements
Responses to this RFP shall include, but need not be limited to, the following:
Cover Letter and Introduction
A letter of introduction, which includes the name, address, telephone number, and email address of the contact person(s)

authorized to represent your firm. This letter should be signed by an officer of the firm authorized to bind the firm to all
commitments made in the response.
Qualifications and Experience
Provide descriptions of your firm's role, experience, and capability in providing specific NEPA compliance services to other
HUD-funded clients in the past two years. Briefly describe your firm's general business capabilities and your ability to meet
the required timelines. The consultant should also have experience working in Ventura.
References
Provide a list of three clients, including the organization’s name, contact person, telephone number, and address as well as
brief descriptions of the scope of work.
Approach
Describe your firm’s approach to completing the scope of work.
Staffing
Provide a list of staff members who will work on this contract, including principals and staff-level personnel, along with the
qualifications of each.
Pricing
Please provide a pricing sheet that outlines all costs associated with the project description and scope of work.
Section 3 and WMBE
The Consultant must provide documentation regarding any claimed status as a Section 3 business or Women-Owned or
Minority-Owned Business Enterprise – if applicable.
Insurance
The selected Consultant will be required to provide a certificate of insurance certifying that they have insurance coverage that
will cover their employees while on Homecomings, Inc., properties and will protect Homecomings, Inc. from liability for the
actions of their employees.
Before the services can be rendered, the selected firm must provide proof of Professional Liability Insurance (including Errors
and Omissions) in a minimum amount of $1,000,000 per occurrence and Workers’ Compensation as required by Law.
Certificates of Insurance are acceptable to Homecomings, Inc., must be submitted prior to commencement of any work. These
certificates shall contain a provision that coverage afforded under the policies will not be cancelled unless thirty (30) day prior
written notice has been given to Homecomings, Inc. If the insurance described above is cancelled, Homecomings, Inc.
reserves the right to terminate the contractual relationship upon thirty (30) days’ notice.
Authorization
The response must be signed by an individual authorized to bind the firm and shall contain a statement to the effect that the
response is valid for at least 90 days.
Due Date
Electronic responses must be received by Homecomings, Inc., no later than 4:00 p.m., December 12, 2025. The due date is
subject to change. If the due date is changed, all known recipients of the original RFP will be notified of the new date.
