The City of Lewiston, Idaho is accepting sealed Statements of Qualifications (“SOQ”) from design-build firms to design and construct a Wastewater administration building.

The full Request for Qualifications (“RFQ”) document is available on the City's website, www.cityoflewiston.org under "Quick Links Bid/RFP/RFQ Opportunities." Responses will be accepted until 2:00 PM (PT) on March 31, 2026.

A non-mandatory pre-submittal site visit will begin at 10:00 AM (PT) on March 3, 2026, at 900 7th Avenue N., Lewiston, ID 83501. For those that cannot attend in person, a video conference will be available. Section 1 Introduction
1.1 General Introduction
1.1.1 The City of Lewiston invites qualified firms to submit SOQs for the progressive
design-build delivery of the wastewater administration building described in this Request for
Qualifications or RFQ (Project). The Project budget includes all design, engineering,
geotechnical, administration, bonding, insurance, fees, permits, construction, contingency,
furniture-fixtures, and equipment necessary to provide a fully functional and operating facility.
The total price for all services will not exceed $5,500,000.
1.2 Background
1.2.1 The City of Lewiston, located in North Central Idaho, is a community of over
35,000 residents. Wastewater treatment, collections and pre-treatment services are provided by
the Lewiston Wastewater Department out of two separate locations in the City.
1.2.2 The Project site is at the wastewater treatment plant at 900 7th Ave. North and is
located on the northeast corner of the property as shown in Appendix A. The dimensions of the
available area are approximately 220 feet north to south and approximately 120 feet east to
west.
1.2.3 The City wants to optimize development using progressive design-build
solutions such as early collaboration between owner, designer and builder to provide more
informed estimating and scheduling during design, improved operations and maintenance
efficiencies, consideration of life-cycle cost, procurement of subcontractors and suppliers in a
competitive market, and open book pricing and transparency.
1.3 Funding
1.3.1 The Project will not involve federal funds and federal prevailing wages are not a
requirement of this Project.
1.4 Anticipated Procurement Schedule

1.5 Pre-SOQ Submission Conference
1.5.1 A non-mandatory pre-submittal meeting with optional site tour will be held on
March 3, 2026, at 10:00 AM (PT) at 900 7th Ave N., Lewiston, ID 83501. For those that cannot
attend in person, a video conference will be available. Email the Purchasing Department,
purchasing@cityoflewiston.org, for the attendance link. In the request email, include the name
of the company and the name and email for each attendee. An invitation with the link will be
emailed to the attendees the day before the videoconference.
1.6 RFQ Clarifications and Inquiries
1.6.1 All respondents are prohibited from contacting City officials or staff regarding
this RFQ between the time of issuance of the RFQ and contract award, unless such contact is
made through the Purchasing Department. Failure to comply with this provision could result in
the rejection of a respondent’s SOQ.
1.6.2 All questions regarding the RFQ must be submitted in writing, via e-mail to:
purchasing@cityoflewiston.org. Questions submitted prior to the pre-submittal meeting
referenced above (or videoconference) will be answered during the meeting. Questions may
also be asked during the videoconference. The deadline for receipt of written questions is
March 16, 2026, 2:00 PM (PT).
1.6.3 Each responder is responsible for ensuring that the Purchasing Department
receives the written questions. Answers to all questions will be compiled and posted by
addendum on the City of Lewiston website www.cityoflewiston.org for viewing by all potential
responders. Final addendum posting to the website will occur on or before March 19, 2026.
1.7 Addenda Acknowledgements
1.7.1 If revisions to the RFQ are made, the City will provide written addenda to this
RFQ. Addenda will be posted on the City of Lewiston’s website,
https://www.cityoflewiston.org/Bids.aspx. Each responder is responsible for checking the City
website for any addenda and adjusting their SOQ as applicable. Failure to do so could result in
an unresponsive and rejected SOQ.
Section 2 Project Information
2.1 Project Description
2.1.1 The Project entails the design and construction, with fixtures, of a wastewater
administration building. The building will be approximately 12,000 square feet with
dimensions of approximately 210 x 55 feet. Approximately 7000 sq. ft. will provide workspace
for 18 wastewater employees and approximately 5000 sq. ft. will be vehicle and supply storage.
