Project Description: The existing Southwest Water Treatment Plant (WTP), located at 7325 Osceola Polk Line Road, Davenport FL, has a maximum daily flow capacity of 8.64 million gallons per day (MGD). Its current treatment process includes two offsite groundwater wells (SW-1 and SW-2), along with ozone (currently non-operational since 2023), sodium hypochlorite, Ground Storage Tank (GST) for storage, and high service pumps to discharge to the distribution system. A third well (SW-5) has been drilled onsite but is not yet equipped with a pump and associated raw water pipe and remains inactive.
Currently, the plant’s reliable capacity is insufficient to meet demand when one well is offline. Additionally, water from well SW-2 contains elevated levels of hydrogen sulfide (H₂S), which requires treatment.
To enhance performance, reliability, and water quality, the proposed upgrades will:
• Install a forced draft aeration system for H₂S removal with associated odor control system
• Construct a transfer pump station to convey treated water to the existing ground storage tank
• Implement stormwater and yard piping and valves improvements
• Construct a lift station and associated piping to the existing force main
• Associated site work, electrical, and instrumentation and controls
The scope of the project is to provide Construction Management at Risk (CMAR) pre-construction and construction services for the upgrades of Southwest WTP and treatment improvements project. The scope of work also includes early procurement of the forced draft aeration, odor control system, and possibly other equipment with long lead time.
