Notice of Proposed Sole Source Purchase
Mississippi State University anticipates purchasing the item(s) listed below as a
sole source purchase. Anyone objecting to this purchase shall follow the
procedures outlined below.
1. Commodity or commodities to be purchased (make, model, description):
The commodity to be purchased is Exxat cloud-based clinical and experiential education
management software, including modules/functions for clinical placement management,
student compliance tracking, CPT documentation, accreditation and competency-based
curriculum mapping, preceptor management, and multi-program administration.
2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other
options, and why it is the only one that can meet the specific needs of the department:
The department requires a comprehensive clinical and experiential education management
platform to streamline clinical placement, student compliance and tracking, preceptor
management, CPT documentation, curriculum and accreditation mapping, and reporting across
multiple health sciences programs. Exxat uniquely meets these needs through a combination of
specialized, built-in functionality designed specifically for health sciences education.
Exxat is the only solution identified that provides CPT code documentation as a standard, off-
the-shelf feature, along with integrated compliance monitoring, clinical placement availability
and matching, preceptor credential and training management, and accreditation and
competency-based curriculum mapping. Additionally, Exxat allows multiple academic programs
to operate within separate program-specific realms, protecting sensitive student information
while allowing the College to use one centralized platform.
Other solutions reviewed, including E-Value, InPlace, and MediTract, do not provide the full
combination of required functionality without significant customization, third-party services, or
separate systems. Exxat's existing, health-sciences-specific functionality minimizes
customization, reduces implementation time and cost, and provides a scalable solution that can
support the College's multiple programs and future growth. For these reasons, Exxat is uniquely
positioned to meet the department's complete set of functional requirements.
3. Name of company/individual selling the item and why that source is the only possible
source that can provide the required item(s):
Company: Exxat, Inc.
Exxat, Inc. is the only identified source capable of providing the complete combination of
required clinical and experiential education management functions in a single, integrated
platform. Exxat's platform is specifically designed for health sciences education and provides
built-in functionality for clinical placements, student compliance, curriculum and accreditation
mapping, evaluations, clinical site management, and related academic processes.
The evaluation of available solutions determined that competing platforms would require
significant customization, third-party services, or multiple systems to meet the College's full set
of requirements. In contrast, Exxat provides these capabilities as part of its existing platform,
including pre-populated accreditation standards, curriculum mapping, clinical site availability,
placement management, and compliance tracking.
Because the College requires these functions to be available within one secure, health-sciences-
specific system serving multiple academic programs, Exxat is the only source identified that can
meet the department's complete requirements without substantial customization or reliance
on additional third-party systems.
4. Estimated cost of item(s) and an explanation why the amount to be expended is
considered reasonable:
The estimated cost for the initial one-year term is $23,505, based on the applicable fees for the
participating programs and student licenses. The agreement covers the Exxat Prism and
Approve modules, as well as CPT/AMA licensing.
The expenditure is considered reasonable because the cost reflects a consolidated platform
that provides multiple functions required by the College, including clinical placement
management, curriculum and accreditation mapping, compliance document tracking, and
student performance and assessment tracking. These functions are included within the Exxat
platform rather than requiring the College to purchase and maintain multiple separate systems.
Additionally, the agreement allows the College to adjust student counts annually and add
students during the contract period at the established rate, providing flexibility as enrollment
changes.
5. Explanation of the efforts taken by the department to determine this is the only source
and the efforts used to obtain the best possible price:
The department conducted a review of available software solutions in the clinical and
experiential education management market and evaluated each solution against the College’s
established functional requirements. As part of this evaluation, a demonstration was conducted
by a vendor offering a comparable product. However, the product and functionality
demonstrated did not provide the same level of comprehensive functionality as Exxat and did
not fully meet the department’s identified requirements.
The department also evaluated Exxat’s pricing and negotiated the applicable licensing rates for
the proposed implementation. Based on the comparison of available solutions, the
demonstrated functionality, and the negotiated pricing, the department determined that Exxat
provides the most comprehensive solution to meet its requirements while offering a
reasonable and competitive cost.
Any person or entity that objects and proposes that the commodity listed is not sole source and
can be provided by another person or entity shall submit a written notice to:

The notice shall contain a detailed explanation of why the commodity is not a sole source
procurement. Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, MSU determines that the commodity
in the proposed sole source request can be provided by another person or entity, then MSU will
withdraw the sole source request publication from the procurement portal website and submit
the procurement of the commodity to an advertised competitive bid or selection process.
If MSU determines after review that there is only one (1) source for the required commodity,
then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of
proving that the commodity is only provided by one (1) source.
