Project Description: New Florence Borough (Owner) will receive sealed bids online via PennBid for the construction of the New Florence Park Improvement Project, Contract No. 2025-01, until Monday, September 15, 2025, at 10:00 A.M. local time; at which time they shall be opened online & publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents & solicitation details are available at no cost on https://pennbid.net. Contract No. 2025-01 consists of the rehabilitation and construction of 223 SY of sidewalk, 205 SY of topsoil, seeding, and mulching, and the demolition of existing sidewalk, Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is in New Florence Borough, Westmoreland County, PA.
The project is financed in part by a Greenways, Trails, and Recreation Program grant awarded to New Florence Borough by the Commonwealth of Pennsylvania, Commonwealth Financing Authority & in part with local funds. The obligations imposed on the Owner by the funding source shall apply to & be acceptable to the successful bidder. Not less than the minimum salaries & wages as set forth in the Contract Documents must be paid on this project. Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project & will be required to submit an executed non-collusion affidavit with the bid.
Bid security shall be furnished in accordance with the Instructions to Bidders. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond & a Payment Bond to the Owner, in the form contained in the Contract Documents & executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
