Summary

The purpose of this solicitation is to select qualified contractors that can identify, locate, and mark underground utilities prior to excavation and construction activities for Pierce County.

Background

Currently, Pierce County relies on Call 811-Washington State One-Call for underground utility location before excavation and construction activities. However, the 811 process usually takes weeks to complete. Additionally, this method is often limited and may not adequately support preliminary design projects. While the Utility Notification Center is responsible for marking all publicly owned utilities, its scope typically does not include marking depths, privately owned utilities, or design survey requests.

The County is seeking a private utility location contractor to supplement 811 services and provide tailored solutions for large-scale infrastructure projects.
