Project Description: Sealed proposals will be received by Kenhorst Borough of Berks County, Pennsylvania, online via the PennBid™ Program, until 11:00 am, on May 16, 2025 for the Brooke & Crowder Drainage Improvements.
The bids will be opened and the bid tabulation summaries will be made publicly available on the same day at 1:30 pm (local time) on PennBid™.
The project includes the demolition and removal of 300 feet of existing 18-inch CMP storm sewers around the Brooke Boulevard and Crowder Avenue intersection in Kenhorst Borough. The removed pipes will be replaced in-kind with 18-inch SLCPP. The existing pavement will be trenched to access the pipes and temporarily restored. The entire road width will be milled and overlayed per the direction of the Borough.
Bidders must conform to the Pennsylvania Prevailing Wage Act since the estimated construction costs of the project exceed $100,000.

All Requests for Information shall be submitted online via PennBid™ by 2:00 pm on May 8, 2025 to allow time to post an addendum on PennBid™. No responses will be provided for requests received after that time or submitted by other means. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email.
Bids are anticipated to be publicly awarded on June 5, 2025 at 7:00 pm (local time) at the Kenhorst Borough Hall, 339 South Kenhorst Boulevard Boulevard, Kenhorst, PA 19607.
The bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Kenhorst Borough. Also required are a properly executed Bid Form, Bid Security Form, Non-Collusion Affidavit, Certification Statement, and Contractor’s Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid.
The Borough reserves the right to reject any or all proposals or to accept any portion of any bid, waiving any defects, errors, omissions, irregularities, or informalities in the bid, and to award Contracts as is deemed best for the Borough.
