The City of Norfolk (hereafter referred to as “City”) is soliciting proposals from qualified firms/contractors interested in providing Construction Management (CM) services for the St. Paul's Blue/Greenway Park Project. The CM will work closely with the Department of Public Works and the project's design team to perform pre-construction and construction administration tasks necessary for the park construction and acceptance.
The Blue/Greenway Park is the redevelopment of former housing sites in Norfolk, Virginia into a stormwater management facility and park. The site is approximately 22 acres and is generally bounded by Tidewater Drive on the east, Brambleton Avenue on the north, City Hall Avenue on the south, and the United States Postal Service and the redeveloped Saint Paul’s Neighborhood on the west. The City will construct, own, operate, and maintain the Blue/Greenway Park. The Blue/Greenway Park is part of the City’s plan to mitigate stormwater flooding and improve water quality while providing a new signature park that provides outdoor recreation for all ages and much-needed green space for the area.
The park is designed to manage and mitigate the volume of stormwater runoff, improve water quality, and address local tidal flooding. This will be accomplished by daylighting portions of an existing box culvert into an open-channel system and construct a hydraulic control structure at the downgradient end of the newly-constructed channel to block tidal flows from Newtons Creek and the Eastern Branch of the Elizabeth River from coming into the park. Open space with park features will be created around the stormwater treatment areas.
