The purpose of this Unsealed Request for Proposal (URFP) is to solicit unsealed proposals for a spot purchase for training. The Virginia State Police and Youth of Virginia Speak Out About Traffic Safety (YOVASO) is seeking an experienced vendor to provide a free (to participants), two-day, behind-the-wheel defensive driving school for licensed teen drivers and their parents. In 2026 we are requesting funding for (2) schools with dates and locations to be mutually agreed upon. The experience would be for up to 180 licensed teen drivers, plus their parent(s) for a total of 360 per school. The purpose of the school is to help teens improve their defensive driving skills and confidence behind the wheel.
