Summary

The San Mateo County Parks Department (“Department”) manages 24 parks, recreation areas, regional trails, and historic sites (individually referred to as a “unit”) which entail over 16,000 acres of land, almost 200 miles of trail, 10 playgrounds, nine campgrounds, and numerous picnic and reservation areas. As the County parks system has units located throughout the county, the Department serves residents from every jurisdiction in the county and beyond. In 2024, the Department served over 2.6 million visitors.

The Department owns the historic Folger Stable, museum, and ancillary facilities (“Facilities”) at Wunderlich County Park in Woodside, California. The Facilities host thirty (30) stalls for boarded horses, turnouts, paddocks, and a riding arena. The Department is seeking proposals from qualified and experienced entities to operate the Facilities and provide boarding services to approved members of the public. A detailed explanation of required services is included in Section 2 (Scope of Work).

The Department is issuing Request for Proposal (RFP) No. PARKS05-25 for the operation of Folger Stable and ancillary facilities.

To ensure the selected entity can deliver the requested services at the desired quality, the Agreement shall have an initial two-year probationary period, followed by two automatic four-year extensions. Either extension may be cancelled at the Department's discretion; notice of such cancellation shall be provided no later than six months prior to the end of the probation period, or no less than six months prior to the end of the first extension, as applicable.

A form of the concession agreement that the awarded concessionaire would be expected to sign has been included as Attachment A to this solicitation. Please ensure that your firm has completed legal review of these contract terms. If your firm wishes to request exceptions to these standard terms, submit a Contract Exceptions Request by the Deadline for Questions, Comments and Contract Exceptions listed in the Solicitation Schedule below. The County will consider Contract Exceptions Requests but reserves the right to reject requested modifications to its standard terms.
