Any manufacturers’ names, trade names, brand names, or catalog numbers used in the specification are for establishing and describing general performance and quality levels. The references are not intended to be restrictive, and bids are invited on these and comparable brands or products of any manufacturer. Responders must include alternate brand specifications for purposes of comparison to approved brands based on the same or higher level of performance.

Pre-Bid substitution Form:

DOT is allowing for pre-bid substitutions. Responders must submit the Pre-Bid Substitution Request for Approval of Material or Product Form, including alternate brand specifications for purposes of comparison to approved brands based on the same or higher level of performance. The form can be found in the attachment tab and instruction are located in the activity tab as well as on the form. All submissions must be received on or before the date and time listed on the form to be considered for evaluation.

Contract Award

One contract will be awarded for all items. All items are tied.  It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity.
