The City of Fremont, Nebraska is seeking a qualified firm to provide a city-wide Comprehensive Safety Action Plan. The City plans to prioritize the well-being and mobility of all users and is prepared to invest in low cost, high impact initiatives that enhance transportation safety and accessibility across the City. The planning process shall proactively engage a diverse range of stakeholders, including local government officials, community organizations, transportation officials, advocacy groups, and residents to identify key priorities and develop strategies to create safer and more inclusive streets for all.

Background

This project is being funded by The Safe Streets for All (SS4A) funding program defined in the Infrastructure Investment and Jobs Act. The SS4A program authorizes one Billion dollars each fiscal year from FY2022-2026. The goal of the SS4A funding is to reduce fatal, serious, and suspected serious injury (F&SI) crashes on roadways.

Purpose

The goal of an Action Plan is to develop a well-defined strategy to reduce or eliminate roadway fatalities and serious injuries in the Fremont locality or region. The Action Plan will serve as a resource document for future local government implementation of safety improvements, including funding requests to the Federal Highway Administration for SS4A funds and State of Nebraska funding opportunities. The Action Plan will identify and prioritize safety strategies and project types utilizing a comprehensive approach to roadway safety, emergency response, and enforcement improvement in the study area.

Project Scope

The Action Plan will apply to the City of Fremont, Nebraska and 2-mile Extra Territorial Jurisdiction (ETJ). The crash analysis and mitigation strategies should be conducted for the Fremont area, but the strategies and corridor/project recommendations should include the immediate surrounding area. Final reporting strategies are to be explained in the proposal submission. The Action Plan should include emphasis as needed on high-risk locations identified through the analysis.

The SS4A funds are intended for municipal-owned roadways. However, the crash analysis should include all roadway facilities within the region to identify risk factors and mitigation strategies. State roads can be included in the analysis even though States are not eligible to receive SS4A funds directly.

The development of a Safety Action Plan will provide a framework for areas in need of safety improvements, which could include, but not limited to, road widening, re-striping, sidewalks, separated paths, reduced speed limit zones, and designated pedestrian crossings.

The planning process should include the following in the development of the Action Plan:

1. A commitment from City leaders and planning to achieve zero roadway fatalities and reduce serious injury crashes

2. Establishment of an advisory committee dedicated to carrying out the plan’s development, implementation, and monitoring

3. Assessments of existing conditions and trends to inform data-driven safety analysis

4. Proactive engagement to a diverse range of stakeholders and community leaders

5. Incorporation of equity considerations using inclusive and representative processes

6. Assessment of current policies, plans, guidelines, and/or standards to identify opportunities to improve and prioritize transportation safety

7. Identification and prioritization of programs and projects to achieve overall goals and objectives

8. Methods for measuring the progress of the action plan.

Detailed Project Scope

This project will involve the development of a Comprehensive Safety Action Plan (CSAP) consistent with the guidelines set forth by the United States Department of Transportation (USDOT) as part of the Safe Streets and Roads for All (SS4A) grant program.

The following elements will be included in the scope of services.

1. Project Management

Project management services will be provided throughout the duration of the project, including the development of a plan that outlines management activities. The plan should define communications protocol, meetings, quality assurance and quality control (QA / QC) processes, and progress reporting criteria. The plan should also outline methods for regular communications with City staff, including email and phone communication, regular written progress reports, and invoices. The selected consultant will also be responsible for assisting the City with the information needed for SS4A grant administration tasks.

2. Key Stakeholder Engagement

A project Advisory Committee will be convened for the development of the plan. This committee may include elected officials, City staff members, law enforcement officers, first responders, representatives of community-based organizations, and members of the public, among others. The consultant will schedule meetings, provide meeting materials, and facilitate discussions to effectively engage this group in gathering information about safety needs, identifying ways to

engage the public, advancing the implementation of the recommendations, and providing a review of the Action Plan.

The consultant will also provide outreach to individual key stakeholders in small group meetings. These key stakeholders may include representatives from Dodge County, Saunders County, NDOT, major employers, and others. The consultant will also present to the Planning Commission and City Council, as needed, throughout the planning process.

3. Public Engagement

The consultant will develop and execute a Public Engagement Plan. This plan should be inclusive of all members of the public including residents, workers, and visitors to the City of Fremont. The plan should include focus on residents living in disadvantaged neighborhoods and those with limited or no access to motor vehicles as a primary form of transportation. The engagement efforts should be designed to gather input on locations and focus areas where the public has safety concerns, activate the community to become safety champions and validate the recommendations in the Action Plan.

The engagement process will include elements such as:

• Project branding, including a color palette, project logo, messaging guidelines, and template documents

• Online Engagement, including a website-based presence, online surveys, and social media posts

• Contact list and correspondence with public groups and key stakeholders

• At least one public open house at a centralized location

• Engagement summary of all engagement activities and input received

4. Safety Data and Equity Analysis

Developing the plan's strategies, actions, and projects will be based on a data-driven approach. The consultant will utilize traffic crash data, focusing on fatal and injury crashes, to identify trends, contributing circumstances, high crash and high-risk locations, and focus areas. At a minimum, this task will include:

• Analysis of existing conditions and historical trends to provide a baseline level of crashes involving fatalities and serious injuries across a jurisdiction

• Analysis of the location where there are crashes, the severity, as well as contributing factors and crash types

• Analysis of systemic and specific safety needs, as needed (e.g., high-risk road features or specific safety needs of relevant road users)

• A geospatial identification (geographic or locational data using maps) of higher-risk locations.

The crash analysis should include both the total number and the rate of all crashes (with breakout of fatal and serious injury crashes) on state and locally-owned roadways. The Action Plan may use existing data sources such as usRAP, AASHTOWare Safety Powered by Numetric, Fatality Analysis Reporting Systems (FARS), UDOT’s Open Data Portal, UGRC, Iteris

ClearGuide and emergency response to identify systemic crash factors by location. The analysis should use Crash Tree Analysis (CTA) or other effective methods to identify risk factors that increase the severity of a crash.

• An analysis of the effectiveness of mitigation strategies to address risk factors such as benefit/cost, crash reduction, usRAP methodology, Highway Safety Manual procedures, or other proven methods shall be included.

The plan will include an equity analysis in addition to the crash analysis. This analysis will focus on identifying disparities in crash patterns based on geographic and demographic factors.

5. Action Plan and Program Projects

Based on the insights gained in Tasks 2, 3, and 4, the consultant will develop an Action Plan that identifies strategies with corresponding action steps organized according to the Safe System Approach. The strategies will include opportunities to improve the City policies, plans, guidelines, and procedures, along with recommendations for advocating for changes to policies, plans, guidelines, and procedures with other organizations that impact safety in Fremont. These agencies might include Dodge County, Saunders County, the State of Nebraska, and others. The Action Plan will include a designation of the responsible party, timeline, and potential funding source for each strategy and action step.

The plan will also include a program of projects. This program will outline major capital projects, such as road reconstruction projects, and systemic safety countermeasures throughout the community, such as traffic calming, crosswalks, and signing improvements. The program will target projects based on the higher-risk locations identified in Task 4 and be developed along with input from Key Stakeholders and the public. The plan will include ways to incorporate systemic safety improvements into existing activities, such as pavement preservation activities. Each of the elements of the program of projects will include a planning level cost estimate, an estimate of safety benefits, and possible funding sources for the projects.

Crash mitigation strategies will be prioritized using resources such as a benefit or benefit/cost analysis, usRAP, Proven Safety Countermeasures, and Countermeasures That Work. Include the expected cost range associated with each recommended improvement strategy. Strategies may include, but are not limited to, physical roadway improvements, education and community outreach, enforcement of traffic laws and regulations, new vehicle and transportation related technology, roadway planning and design, emergency response, medical care, and safety policy.

The method for assessing progress is intended to allow the local governments to independently gauge mitigation effectiveness and help refine future applications strategies. Progress should measure both mitigation efforts (quantity of safety improvements implemented) and reduction in the number and rate of F&SI crashes.

6. Comprehensive Safety Action Plan

During the course of this project, a draft and final Comprehensive Safety Action Plan (CSAP) will be submitted to the City for review. The CSAP should tell the story of safety in Fremont and outline a feasible way to eliminate fatal and injury crashes in the City. The plan will outline the feedback and insights gained from Tasks 2, 3, and 4 and detail the strategies, action steps, and program of projects developed in Task 5. The plan should be graphical in nature, easy to use

and understand by non-technical readers, and provide the necessary technical details for countermeasure implementation. The plan will satisfy all elements outlined in the Self-Certification Eligibility Worksheet provided by USDOT, and will be posted publicly upon adoption by City Council.

Supplemental Planning Activities

In addition to the tasks involved in developing the CSAP, the City reserves the right to retain the selected consultant for additional supplemental planning activities. These activities may include the development of:

Complete Streets Framework Plan – This plan will include the identification of roadway typologies and cross-sectional elements based on land use, roadway use, and safety. The plan will also include conceptual roadway mobility and safety improvements for identified corridors in Fremont and in future development and annexation areas adjacent to Fremont.

Bicycle and Pedestrian Network Plan – This plan will evaluate the existing bicycle and pedestrian network in Fremont and identify ways to improve the safety and mobility of non-motorized users in the city.

Each of these projects would include a continuation of the key stakeholder and public engagement started with the development of the CSAP. Any work related to the Complete Street Framework Plan and Bicycle and Pedestrian Network Plan would be considered additional services to the initial CSAP contract and require a contract modification and schedule extension.

The City of Fremont plans to pursue additional funding opportunities through the SS4A program. Additionally consulting services may be needed. The City may utilize the services of the selected consultant for those additional services through amendments to the original contract.

Selection Criteria

The final selection shall be determined by (but not limited to) a combination of the following criteria (interviews may be held at the City’s discretion):

1. Consultant’s understanding and recommended approach to complete the project.

2. Consultant’s ability to complete the project in a timely manner.

3. Overall Experience and Work History of proposed Team Members.

4. Experience of Consultant and Previous Work History with City of Fremont.

Submittal Requirements

Interested Firms shall include in the submittal:

1. Letter of Interest (limited to 1 single-sided page)

2. A brief discussion of your project understanding and proposed approach for the project. (5-pages max.)

3. Attachments:

• A brief history and qualifications of the Firm, as well as qualifications and relevant project experience of key team members. (5 pages max.)

• A project schedule outlining the time frame and estimated completion dates of each major task outlined for the project. This shall include a schedule for all deliverable products throughout the development of the plan. (2 pages max.)

• A list (and brief description) of similar projects completed within the last 5 years. (5 pages max.)

Submission Deadline and Opening Date

To receive consideration, and responses to this request for proposal, the City must receive the proposal no later than 4:00 PM CST on Friday, February 7, 2025.

Schedule and Budget

The budget for this project shall not exceed $350,000 ($280,000 grant and $70,000 local match). The City has elected to procure a team to design and achieve the best project possible within the program budget. This will be accomplished through a Fixed-Price, Best-Proposal procurement approach. This approach gives all submitters a known budget and requires competition for the contract based on the perceived value that the successful proposal brings. Professional and deep experience in safety data analysis and roadway safety solutions are base-level requirements for all competitors, but demonstrating innovative and creative approaches to achieving actual outcomes envisioned in the plan will help submissions stand out. The City anticipates the following schedule:

Terms and Conditions of the RFQ

Fremont, Nebraska, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US. C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Failure to Agree. If the City and selected Consultant cannot agree on a satisfactory agreement, the City reserves the right to terminate negotiations. The City may then negotiate an agreement with another RFP applicant, or City may submit another request for proposals.

Right to Reject. The City reserves the right to reject any and all proposals. In addition, the City will not reimburse costs associated with the preparation or presentation of the proposals
