The Adjutant General’s Department (ADJ), Directorate of Installation Management and
Resources (DIMR) is seeking a contract to migrate Reqtrack from federal on-premises
servers to application servers managed by the State of Ohio Office of Information and
Technology (OIT) and hosted at the State of Ohio Computing Center (SOCC).
Reqtrack’s continued operation in its current environment is no longer feasible and
migration is required to maintain ADJ’s web application services and core capabilities
for its users and programs.
Reqtrack is an internally developed database application with a web based graphical
user interface that allows for tracking and reconciling state and federal financial
obligations for joint undertakings. Reqtrack is developed using C# and uses MS SQL
Server for data storage. The migration will need to consider security requirements
necessitated from storing personally identifiable information (PII) and other federal data.
The current security module will need updated for integration into the state’s multi-factor
authentication (MFA) framework.
The migration must be complete no later than 30 days .
SW – 1 Scope
The contractor will accomplish the OHARNG’s migration goal through updating source
code and deploying the application on servers located at the SOCC.
The state will establish and host SQL server instances for testing, development, and
production at the SOCC. The state will establish requisite virtual servers for developing
and deploying the updated code.
Remote assistance from the state will consist of screen share sessions via MS Teams
and/or emails. ADJ will coordinate access with OIT and SOCC personnel to facilitate
this project.
The contractor shall furnish all labor, equipment and materials to perform all work in
accordance with this statement of work. Work accomplished will meet or exceed the
specifications detailed below. Proposals must include all labor, material, mobilization
and demobilization costs for the entire project. All cost quotes must be guaranteed for a
minimum of 90 days from the date submitted.
SW – 2 Site of Work
The project will be managed by the ADJ’s State Finance Branch located at Beightler
Armory- 2825 West Dublin Granville Road, Columbus, Ohio 43235. The current
deployment of Reqtrack is on federal servers at Beightler Armory. All work requiring
physical interaction with the servers or physical work with the ADJ will take place at the
provided address.
SW – 3 Work to Accomplish
Contractor will provide resources to upgrade deployment assistance to the ADJ
in support of migrating and upgrading Reqtrack. The State of Ohio and ADJ will be
responsible for migrating the existing production MS SQL Server database and
establish testing and development databases.
This deployment assistance includes installing and configuring necessary
software, providing technical knowledge transfer of best management practices for
maintaining the implementation, and delivering the updated source code. This activity is
composed of the following elements, which are described in detail below:
3.1 – Project Scoping and Kickoff
a. Upon commencement of this project, the ADJ will provide the contractor with the
source code and a copy of the SQL Server Database (sanitized from PII and sensitive
data).
b. Project Kick-off & Migration Preparation Planning Call: After reviewing the source
code, the contractor will conduct a project kick-off and planning virtual meeting. The
goal of this call is to review the scope of work and outline prerequisite and preparation
activities that ADJ must complete prior to Reqtrack migration and deployment.
Attendees will include the contractor’s: project manager, technical lead, and enterprise
configuration engineer; ADJ’s Chief Financial Officer, Deputy Chief Financial Officer,
GIMS Administrator, and IT department lead; and OIT/SOCC IT support staff required to
support the application migration. Topics of the call will include:
1) Introduction of key ADJ, OIT, SOCC, and contractor staff assigned to the
project.
2) Review of the Scope of Work, period of performance, and delivery
methodology.
3) Review hardware specifications to be used for software deployment.
4) Review of key personnel calendars to establish project schedule.
5) Review and discuss list of known deployment technical challenges.
6) Review of licensing and software required for deployment.
7) Review of SSL Certificates required for software deployment.
8) Capture project clarification questions from both project teams.
9) Document and distribute to the project team the meeting decisions, issues, and
suggested mitigations (if any), and any other pertinent materials in preparation for
the upgrade.
10) Set expectations for both teams.
11) Define next actions.
3.2 – Update source code to ensure no functional losses and update security modules
to align with the state’s MFA framework.
1) Using the provided testing database, the contractor will update the code and
ensure functionality is not lost on their IT assets.
2) Demonstrate the updated application to ADJ for validation of functionality
3.3 – Deploy updated Reqtrack on the State of Ohio’s virtual server test
environment
a. Upon validation of the application functionality, the Contractor conducts a deployment
readiness and prerequisites confirmation call. The contractor and ADJ/OIT/SOCC staff
will confirm that all prerequisites have been completed and/or identify any remaining
issues or preparation tasks that need to be completed before the remote in-place
installation is executed. Attendees will include the contractor’s: project manager,
technical lead, and enterprise configuration engineer; ADJ’s Chief Financial Officer,
Deputy Chief Financial Officer, GIMS Administrator, and IT department lead; and
OIT/SOCC IT support staff required to support the application migration. The purpose
of the meeting is to determine if the state is ready for the remote Reqtrack installation.
Topics for the call include:
1) Confirm completion and status of all pre-install check list items.
2) Address potential resolutions for any uncompleted pre-install check list items.
3) Confirm that the state is prepared to proceed with the deployment and discuss
scheduling dates for the remote deployment assistance session.
b. Contractor to provide remote guidance to the state to install the updated code to the
State of Ohio’s virtualized environment and connect it to the testing database.
c. Contractor will assist the state in any required configuration of the state environment.
d. Contractor and ADJ will test the installation to verify functionality.
e. Contractor updates source code to address any functionality deficiencies found in the
test environment.
f. Steps a to e repeat until the ADJ/OIT/SOCC accepts the functionality.
3.3 – Deploy Reqtrack to the State of Ohio’s virtual server Production
Environment
a. Conduct a deployment readiness and prerequisites confirmation call (if needed).
b. Contractor to provide remote guidance to the state to deploy Reqtrack on the
production environment.
c. Contractor will assist the state in any required configuration of the state environment.
d. Contractor and ADJ will test and validate the installation to verify functionality.
e. If functional deficiencies are found, Reqtrack is removed from the production
environment and the contractor updates source code to address any deficiencies. As
required, code testing must first be resolved in the testing environment before being
used in the production environment.
f. Steps a to e repeat until the ADJ/OIT/SOCC accepts the functionality.
3.4 – Documentation
The contractor shall provide the following:
a. Well-documented source code.
b. A document detailing any environment settings that were set during the deployment
for future reference.
c. Provide technical knowledge transfer of best management practices to ensure that
Reqtrack can be maintained and updated to maintain security and functionality.
d. Contractor to provide additional technical follow-up as requested if unused funding
remains.
SW – 4 Site Visitations and Point of Contact
Site visits shall be arranged through Joe Tack (GIMS Administrator) 614-336-7089,
Jessia Smoke (Deputy Chief Financial Officer) 614-336-7148 or their representative,
Beightler Armory, 2825 W. Dublin Granville Road in Franklin County, Ohio, Monday
through Friday, between 7:00 a.m. and 3:30 p.m. at 614-336-7089.
SW – 5 Schedule
The proposed start date is contingent upon date of contract award and contractor staff
availability and will be mutually agreed upon between the ADJ and Contractor.
Reqtrack shall be deployed successfully on the state environment by 15 December
2025.
SW – 6 Point of Contact

SW - 8 Performances
1. Submittal of a proposal bid by contractor shall be accepted as prime facie evidence
that the contractor has examined the Specifications and is satisfied as to the nature of
the work and all matters which can in any way affect the work or cost thereof, under the
contract. Any failure of the contractor to become familiar with all available information
will not relieve him from successfully performing all work to be done for a complete and
successful job.
2. The above brief outline of principle features of work in no way limits the responsibility
of the contractor to perform all work and furnish all labor and materials required by the
specifications referred to herein. Any omission from the specification or
misunderstanding thereof shall not relieve contractor from performing all work required,
and furnishing the materials required to completely fulfill the INTENT of the Contract.
