Overview
The Inspector-of-Record (IOR) will act as an agent of the Owner at the project site and will report to the Chief Building Official or its designee and coordinate with the Construction Manager to ensure that the project is constructed in accordance with the Essential Services Buildings Seismic Safety Act (ESBSSA), the approved building permit plans, specifications, and change orders. Scope of services include but are not limited to:

Reviewing existing Owner's Project Requirements and design documents

Observe, check and measure items used in the project for compliance with the applicable codes and ordinances, regulations, plans, specifications, change orders, City policies, and technical instructions from the Architect. The services shall include, but not be limited to review of the following as applicable to each project: architectural, structural, electrical, mechanical, and plumbing plans; structural calculations; accessibility compliance; fire and life safety components; geotechnical reports related to structural design; green building and energy code compliance documentation and deferred submittal items.

Attend project meetings requested by the Owner or Construction Manager such as billing meetings, OAC meetings, pre-installation meetings, progress meetings, and unique meetings scheduled to resolve specific issues which arise during the course of construction.

Maintain a daily inspection report/log with photos as needed describing the general work performed by the contractor, noting problems, rejections of materials, or work and unusual events. All reports and records created or maintained by the IOR shall be distributed to the Owner and Construction Manager on a weekly basis and shall be Owner’s sole property. The inspection report will also include equipment, personnel, and site conditions. Create and maintain an extensive photo library, readily identifiable by date and location. Photos shall be easily referenced to the daily inspection report.

Supervise on-site testing and ensure that all required tests are performed by a competent testing laboratory, contractor, or engineer as specified in the Contract Documents. Check and report to the Owner, Construction Manager, Architect, and testing inspector indicating defective materials or other problems. IOR may be requested to review invoices for testing to verify correct billing for testing. Maintain a daily log of inspection by testing lab.

Attempt to foresee methods or materials which will not be acceptable and immediately bring these facts to the Contractor’s attention in order to avoid removal of work already in place.

Assist Construction Manager to anticipate the contractor’s problems and review with Owner and Construction Manager anticipated schedules and work involved prior to the commencement of a new trade on the job.

Sign Time & Material Request acknowledgements.

Refuse to allow any related work to be installed until shop drawings, samples, and mock-ups have received final approval from the Architect.

Assist in the completion of LEED documentation as required.

Assist in project close-out documents as required.

Fire Station No. 4 is currently located at the intersection of Middlefield Road and East Meadow Drive in Palo Alto, California. This Project is for the replacement of the existing fire station with a new fire station on the same site. The existing station is a single-story building of that will require abatement and deconstruction prior to construction of the new fire station. The proposed new station is a one-story building with a mezzanine of approximately 8,100 SF.
The scope of this Project is to demolish the existing 1953 wood-framed structure and replace it with a modern code-compliant fire station of Type V-B construction. The site itself is in the northeast corner of the larger Mitchell Park site, and neighboring structures include the Covenant Presbyterian Church, Middlefield ballpark, and Fairmeadow Elementary school. Located to the other sides of the intersection are mostly single-family residential neighborhoods.
