NOTICE OF INTENT TO ENTER INTO A CONTRACT FOR

WATER SUPPLY MAINTENANCE SERVICES PURSUANT TO

THE NEW JERSEY WATER SUPPLY PUBLIC PRIVATE CONTRACTING ACT

N.J.S.A. 58:26-19, et seq.

Please take notice that the Village of Ridgewood – Ridgewood Water intends to enter into a contract for

management and full service maintenance program for water storage vessels in accordance with the New

Jersey Water Supply Public Private Contracting Act, N.J.S.A. 58:26-19, et seq.

A public hearing will be held on October 14, 2026, at Village Hall, 131 North Maple Ave, Ridgewood, NJ, 4th

floor meeting room, in order to consider proposals and to enter into a contract with a private firm for the

provision of the management and full service maintenance program for water storage vessels. Notice of the

public hearing will be provided.

The type of services to be provided are management, improvement and full service maintenance program for

water storage vessels as follows:

Tank 1 – 525,000 gallon Welded Steel ground storage tank for a period of 20 years.

Tank 2A – 635,000 gallon Riveted Steel ground storage tank for a period of 20 years.

Tank 2B – 635,000 gallon Riveted Steel ground storage tank for a period of 20 years.

Tank 3 – 1,080,000 gallon Welded Steel dual stack ground storage tank for a period of 20 years.

Tank 4 – 2,000,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Tank 5 – 2,000,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Tank 6 – 2,250,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Tank 7 – 2,000,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Tank 8 – 1,250,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Tank 9 – 2,000,000 gallon Prestressed Concrete ground storage tank for a period of 20 years.

Submissions of any proposals for the provision of management and full service maintenance program for

water storage vessels shall be submitted to the Village of Ridgewood, in the form specified in the request for

proposals, no later than 4:00 p.m. on September 14, 2026.

This notice is being provided in accordance with N.J.S.A. 58:26-23.

September 10, 2026, at 10:00 a.m. prevailing time for

The RFP package may be obtained from the office of Ridgewood Water, 111 North Maple Avenue, Ridgewood, New

Jersey 07450, (201) 670-5520. Proposal packages may be examined or picked up in person between the hours of 8:30 a.m.

and 4:30 p.m., Monday through Friday. Prospective respondents requesting proposal documents emailed to them shall be

responsible for providing their email address to rcalbi@ridgewoodnj.net. No proposal forms shall be given out after 4:00

p.m. on September 9, 2026.

All prices quoted in the proposal must be net and exclusive of all Federal, State and Local Sales and Excise Taxes.

Proposals may be submitted in person or by mail prior to the proposal opening. The Village assumes no responsibility for

loss or non-delivery of any proposal sent to it prior to the date and time stated for receipt of proposals.

All Respondents shall also submit one digital PDF copy of their response on a USB drive.

All respondents shall present satisfactory evidence of being authorized to do business in the State of New Jersey. All

respondents shall also provide a copy of their New Jersey Business Registration Certificate with their proposal. All

respondents shall adhere to the requirements presented in the “Request for Proposals”. The Village of Ridgewood reserves

the right to reject any or all proposals, to waive any informality or to accept a proposal, which in its judgment best serves

the interest of the Village.

“BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. and N.J.A.C.

17:27 et seq. A complete statement as to these requirements is included in the Request for Proposals.

Ridgewood Water reserves the right to waive formalities in any proposal, and to reject any or all proposals in whole or in

part with or without cause and/or to accept the proposal that in its sole judgment will be in the best interest of Ridgewood

Water irrespective of cost. Ridgewood Water specifically reserves the right to reject any conditional proposal and will

normally reject those which make it impossible to determine the intent of the proposal. This RFP is not a bid and the lowest

cost proposal may not necessarily be chosen as the best solution for the long term requirements of Ridgewood Water.
