Vendors are informed that the above subject solicitation is hereby modified, corrected, or

supplemented as specified, described and set forth in this Addendum:

I. QUESTIONS/RESPONSES

1. Please provide clarification of the phrase, “providing weekly payrolls to City staff” included

in RFP Technical Specification required activity III.M. on page 22, which states, “Comply

with Davis Bacon requirements by ensuring proper wage rates and posters are available on

site and providing weekly payrolls to City staff.” Does the City intend for the consultant to

submit weekly invoices, or will monthly project invoices suffice?

Response: Davis Bacon wage rates have been included in the RFP acknowledging the

possibility that during the clean-up phase some construction activities will need to take

place. If construction activities commence, the City will conduct Davis Bacon interviews

and will collect payrolls associated with those activities..

2. Can the Columbus Consolidated Government please provide the Work Plan or Management

Plan for this Brownfield grant?

Columbus, GA EPA Multi-Purpose Grant Summary

The Small Business Liability Relief and Brownfields Revitalization Act (SBLRBRA) was signed

into law on January 11, 2002. The Act amends the Comprehensive Environmental Response,

Compensation and Liability Act (CERCLA), as amended, by adding Section 104(k). Section

104(k) authorizes the U.S. Environmental Protection Agency (EPA) to provide funding to

eligible entities to inventory, characterize, assess, conduct cleanup and reuse planning,

remediate, or capitalize revolving loan funds to remediate, eligible Brownfields sites. The

Brownfields Utilization, Investment, and Local Development (BUILD) Act of March 2018

reauthorized and amended the Brownfields provisions of CERCLA. Entities are selected from

applications prepared in accordance with the “Application Guidelines for Brownfields

Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Grants,” and submitted in a

national competition. The Columbus Consolidated Government, as a municipality, was selected

for Multipurpose funding in the FY24 competition.

The Columbus Consolidated Government plans to focus its Multipurpose Grant on a broad target

area in the City; an area which reflects the extensive industrial footprint along the City’s railroad

corridor. Following the departure of major manufacturers over the past 50 years, several

abandoned industrial sites pose threats to their surrounding neighborhoods through soil and water

contamination. This issue is of particular concern in some of the city’s lower-income residential

areas. The Multipurpose Grant will help remedy this history and prepare the City to convert

brownfields into safe spaces for reuse.

Through the grant, the City plans to achieve 3 goals: (1) the assessment and cleanup of the

Bradley Circle Properties – a former textile landfill currently listed on Georgia’s Hazardous Site

Inventory, (2) the Phase I & II assessment of the Winterfield Commercial Center and additional

sites, and (3) the creation of a Brownfields Revitalization Plan, which will include a site

inventory, prioritization schedule and reuse visioning sessions informed with community input.

Where available, cleanup funds may be used to address additional brownfields in Columbus. In

its grant application, the City proposed to convert the Bradley Circle properties into a park for

sensitive populations that lacks direct access to greenspace. This is anticipated to be a major

cleanup activity, which may require additional funding sources to complete.

The City also identified some uses for the assessment sites, such as a community outreach/health

center, neighborhood safety center and fresh food market at the Winterfield Commercial Center

site. However, these end uses will be shaped by the input provided by the public in the

Revitalization Plan, which will create a strategy for future brownfields assessment and reuse

citywide.
