NOTICE OF INTENT TO AWARD SOLE SOURCE
The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to Environmental Systems Research Institute, Inc. (ESRI), on a sole source basis. The services provided by ESRI are in support of the EMCBC.
The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within fourteen days of contract award.
The DOE/EMCBC will procure a 12-month subscription to include ArcGIS Enterprise Standard Up to Four Cores Maintenance, (2) ArcGIS Enterprise Professional Plus (formerly Advanced) User Type Maintenance, and (2) ArcGIS Pro Extensions for ArcGIS Enterprise Creator or Professional User Type Maintenance. This service is only available from ESRI as the software and service is proprietary and the company has no contractual relationships enabling any third party to resell Esri maintenance to the federal government on a standalone basis.
A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 5:00 PM (Eastern Time) on December 9, 2024, will be considered. All information (capability statement, proposal or quotation) submitted should support the firm’s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
