Title: IdeaScale Software Licenses and Maintenance

Description:

The National Institute of Health (NIH), National Library of Medicine (NLM), intends to award a sole source purchase order for the Center of Technology (CIT) to Alamo City Engineering Services (ACES) 101 Kendalia Circle, Spring Branch, TX 78070-6621. The North American Industry Classification System Code (NAICS) is 513210 – Software Publishers. Alamo City Engineering Services is the only responsible source known to provide the services needed.

The purpose of this acquisition is to purchase IdeaScale software licenses and maintenance. The licenses will be used as an online tool, sometimes called brainstorming or social voting tools, to submit, rate, and comment on ideas from crowd sourcing for Health and Human Services (HHS) Operation Divisions (OPDIVs).

It is NLM's intent that the proposed action may be awarded on a sole source basis to Alamo City Engineering Services, Inc under the authority of Federal Acquisition Regulation (FAR) Subpart 8.405-6 Limited Sources.

Period of Performance: Base year plus four (4) option years.

Base Year: 3/26/2025 – 3/25/2026

Option Year 1: 3/26/2026 – 3/25/2027

Option Year 2: 3/26/2027 – 3/25/2028

Option Year 3: 3/26/2028 – 3/25/2029

Option Year 4: 3/26/2029 – 3/25/2030

In accordance with FAR 8.405-6(a)(1)(i)(B), is the only source capable of providing the required supplies and services.

This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by NLM. Responses must be in writing and must be submitted electronically to Alice M. Sobsey, Contract Specialist at alice.sobsey@nih.gov by 12:00 noon EST on, December 27, 2024. Proposals must include pricing information. No late responses will be accepted.
