Request For Proposal for Provision of Vision Services

This Request for Proposal (RFP) is being released for the administration of Vision Services. This RFP is an opportunity to allow qualified vendors to present proposals that will assist the County of Orange, HRS/Employee Benefits, in selecting a contractor that will best meet the needs of the County for a three (3) year contract with two (2) optional one (1) year renewal terms. Services will be according to the Scope of Services stated in Attachment A of the Model Contract.

County of Orange Vision Plan:

The County currently provides one fully-insured vision plan for 2,589 eligible employees of which we currently have a total of 2,516 enrolled. Full-time eligible employees do not pay a premium for their vision plan in the Employee Only tier, but do pay for their dependents in the Employee +1 and Family tiers. Employees on an unpaid leave pay 100% of the premium. The 2025 monthly premiums are:

The County employs additional members which are not eligible for the County vision program which is part of this RFP . These employees receive vision benefits from their applicable labor organizations (e.g. union).
