Sealed bids for the FUEL FARM EXPANSION project to be performed at the Golden Triangle Regional Airport will be received at the Airport by Matt Dowell, Executive Director of the Golden Triangle Regional Airport Authority (the Owner), until 11:00 a.m. (Central Daylight Time) on the 13th day of May 2026, at which time and place they will be publicly opened and read aloud.

Work will be that associated with the Fuel Farm Expansion project which will involve the installation of a new 12,000-gallon fuel tank to be used for Sustainable Aviation Fuel (SAF). Also included will be the installation of a concrete pad for the new tank to rest on, plus all other associated items such as piping, electrical circuitry, and testing required for acceptance of the new fuel tank. The concrete drive used by the fueling trucks will be extended as well.

All work will be accomplished in accordance with current FAA design requirements, or local county regulations, whichever is more stringent.

The award of the contract will be based on the lowest qualified bid proposal that maximizes the available funding for the project.

All work performed shall be in exact accordance with the Construction Plans, Technical Specifications (on file at the office of the said Owner), Proposals and Special Provisions, under the direct supervision and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi as a licensed general contractor capable of performing the required work. No contract shall be issued or awarded to any contractor who does not have a current certificate of responsibility issued by the State of Mississippi in effect on the date of the bid opening.

Non-resident contractors bidding on this project shall be required to have their Mississippi registration complete and a current certificate of responsibility number issued by the State of Mississippi in effect on the day of the bid opening. Any bid submitted in violation of this requirement shall be rejected.

Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the Golden Triangle Regional Airport, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.

The proposed work will not be located inside the airfield but is located inside the secure airport perimeter fence. Public safety is of utmost concern and the contractor shall be familiar with traffic control in work zones where public interface will occur. Temporary signage, barricades, markings, etc. will comply with guidelines set forth in the federal Manual of Uniform Traffic Control Devices, latest edition.

A pre-bid conference for the project is planned for April 22, 2026, at 10:00 a.m. in the Airport Administration conference room, located on the second floor of the Airport Terminal Building. Participation in the pre-bid conference is not mandatory, but it is highly recommended that prospective bidders participate in the pre-bid conference.

Any questions that bidders might have should be directed to the airport’s engineering consultant, Neel Schaffer, Inc., Birmingham, Alabama, to the attention of Joshua Stump, project engineer. The engineer will receive questions related to this project until 5:00 p.m. (Central Daylight Time) on May 8, 2026, after which additional questions will continue to be accepted, but without guarantee they will be answered before bid opening.

Bid documents are being made available via original paper copy or digital file. Plan holders are required to register for an account at www.neel-schafferplans.com to view and order Bid Documents. The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.

The Golden Triangle Regional Airport hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Bids must be submitted on the Standard Form of Bid Proposal and the successful bidder will be required to execute the Standard Form of Contract and Agreement. The Bidder shall guarantee to hold his bid(s) good and may not withdraw his bid(s) for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. The Owner reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the Owner.
