The City of Tomball is soliciting proposals for pre-award and post-award grant management services. Services will include the preparation of a Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) Grant application(s) and the management of the grant and project(s) if funded by FEMA through the Texas Division of Emergency Management (TDEM).
Sealed proposals and a statement of qualifications for the proposed services shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFP Number 2026-11 – “Grant Administration Services (TDEM-BRIC)”, “DO NOT OPEN”. Proposals will be accepted until 2:00 PM CST on May 14, 2026. The City reserves the right to negotiate with any and all individuals or firms that submit proposals as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
Upon consideration of the proposals submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous.
During the period between the Request for Proposals, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or bid
to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests. Violation of this provision may result in the rejection of the respondent’s Proposal submittal.
