Pre-Award Synopsis: Contract Modification for FY26 SEWIP Block 3 Hemisphere and Quadrant EA Subsystem Production, Ancillary Equipment, and Spares

17 November 2025 - Pre-Award Synopsis

The Naval Sea Systems Command (NAVSEA) intends to award a sole source modification to N00024-20-C-5519 to Northrop Grumman Systems Corporation (NGSC), 150-B W. Nursery Road, Linthicum Heights, MD 21090-2202, to provide FY26 AN/SLQ-32(V)7 requirements through production of SEWIP Block 3 Hemisphere and Quadrant configuration Electronic Attack (EA) subsystems, Ancillary Equipment, and Spares. The proposed contract action will contain fixed-price contract line items.

NGSC is the only vendor qualified and capable of meeting the Navy’s FY26 schedule requirements for complete SEWIP Block 3 Hemisphere and Quadrant configuration EA subsystems, Ancillary Equipment, and Spares.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2)(ii)(B). Parties interested in subcontracting opportunities should contact Northrop Grumman directly. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
