I.​ PURPOSE AND INTENT​
The City of St. Louis (The City) is seeking proposals from qualified vendors to provide a
comprehensive tree asset inventory with additional infrastructure options to the Forestry Division of
the Department of Parks, Recreation and Forestry (PRF) via a LiDAR digital twin & basic attribute
asset inventory or in-person inventory with condition for all trees in all City parks and all public
right-of-way (ROW). This constitutes approximately 120,000 trees as well as an inventory of city
infrastructure for the Street Department.

This RFP for the infrastructure inventory is the City’s request for pricing and options available for each
type of asset. The City understands that each infrastructure item listed may not be able to be provided
using automated techniques and technologies, and so may not appear in a response to this request.
The City seeks to enter into a contractual agreement with a service provider who will partner with PRF
on this important undertaking.
The intent of this RFP is to award a contract to the Respondent who presents a detailed proposal
conforming to this RFP that is advantageous regarding cost and other factors considered. Issuing this
RFP does not obligate PRF to award a contract to any provider, nor is PRF liable for any costs incurred
by the organizations in the preparation of proposals. Nothing in this RFP nor in any proposal in
response to this RFP is intended to be, nor should anything be construed, as an offer of engagement.
Nor shall the selection of a Respondent be construed as an offer of engagement unless and until a
contract is fully negotiated and fully executed by all parties.
PRF reserves the right to reject any and all proposals submitted and to waive any and/or all
non-material irregularities pertaining to the submission of the proposal. Additionally, any and all RFP
project elements, requirements and schedules are subject to change and modification. PRF also
reserves the right to modify, suspend, or terminate at its sole discretion any and all aspect(s) of the RFP
process to obtain further information from any and all respondents, and to waive any defects as to form
or content of the RFP or any responses by any organization/business. All submitted materials will
become the property of PRF, may become public documents at any time during the selection process,
and will become public documents at the conclusion of the selection process. Any and all documents
submitted by the Respondent may become public if and when they are submitted to any advisory or
legislative public body, or pursuant to the Missouri Sunshine Law. By submitting a response to this
RFP, each Respondent acknowledges having read this RFP in its entirety and agrees to all terms and
conditions set out in this RFP.

The City reserves the right to allocate and award portions of the unit rate work at its sole discretion, in
any manner it deems most appropriate to meet the needs of the project. This may include, but is not
limited to, awarding work based on zones, geographic areas, contractor capacity, performance history,
or any other criteria determined by the City.
Duration of Awarded Contract
The initial contract term shall be three (3) calendar years from the date of Notice to Proceed
(NTP) with 2 (two) additional 1 (one) year extensions. The City also retains the right to terminate
the contract at any time, with or without cause, by providing a minimum of 15 days written notice to
the Contractor.
II.​ INFORMATIONAL MEETING; QUESTIONS & ANSWERS PERIOD
Beginning February 13, 2026, RFP packets will be available for pick-up at the Department of Parks,
Recreation & Forestry 5600 Clayton Ave. Saint Louis, MO 63110 or at​

Please direct all communication regarding the RFP process to: Kara Hine (hinek@stlouis-mo.gov). No
contact with other City employees regarding the RFP or proposal is permitted during the RFP and
selection process. Unauthorized contact may result in disqualification or rejection of a proposal.
Questions concerning this RFP must be emailed to the contact person no later than February 27, 2026,
at 4:00 pm CDT. PRF will ensure that copies of all questions and responses shall be made available in
writing and publicly posted at https://www.stlouis-mo.gov/government/procurement.cfm by March 4,
2026, at 4:00 pm.
Questions should be asked in consecutive order, from beginning to end, following the organization of
this RFP. Each question should begin by referencing the RFP page number and section number to
which it relates.

III.​ SUBMISSION DEADLINE; INTERVIEWS

Incomplete proposals or those received after the due date and time may be rejected.
Respondents MUST submit proposals in PDF form via e-mail to hinek@stlouis-mo.gov at or before
the above date/time. Email subject line shall be “RFP RESPONSE FOR TREE &
INFRASTRUCTURE INVENTORY” Proposals must be in PDF format. Proposals should be
formatted for easy printing, should the City elect to print some or all of the pages. This means utilize
8.5 x 11 page size, standard 12 point font, and 1.5 – 2.0 spacing.
At the sole discretion of the selection committee, top scoring consulting firms may be selected for an
interview to discuss the potential projects and Consultant qualifications in greater detail. The selected
‘shortlisted’ vendors will be notified by TBD to set up an official interview time if desired by the
committee. ‘Shortlisted’ Consultants shall be available for interview on TBD
IV.​ SCOPE OF WORK
The selected Contractor will provide comprehensive data collection and analysis through a
LiDAR-based or in-person tree asset inventory for City trees in the public right-of-way (street trees)
and park trees. Any in person assessments must be completed by an ISA Certified Arborist with a
preference for Tree Risk Assessment Qualification (TRAQ). The selected contractor will also provide a
comprehensive infrastructure inventory based on the list below.
