CITY OF MONTICELLO REQUEST FOR PROPOSAL (RFP)
MONTICELLO CITY NEWSLETTER, PRINT MATERIALS,
& MISCELLANEOUS MAILERS
The City of Monticello is soliciting price quotes for the bi-annual City Newsletter and other print and
mail materials listed in the Request for Proposal document. We are requesting a base quote and an
alternate quote that includes an additional miscellaneous self-mailer.
City Newsletter Self-Mailer (Base Quote)
The City Newsletter is published bi-annually and mailed to all City residents per the schedule below.
Specifications:
• Quantity (estimate): 7,600 each
• 20 pages self-cover
• Finished Size: 8.5x11
• Stock: 70# Flo Gloss, White text (10% pcw)
• Ink: Four color; cmyk/cmyk
• Full bleed
• Saddle stitch and carton pack
Publishing Dates:
Spring/Summer
• Submit for print: 4/3/26
• Proof approved: 4/10/26
• Mailed to residents: 4/17/26
Fall/Winter
• Submit for print: 10/2/26
• Proof approved: 10/9/26
• Mailed to residents: 10/16/26
Base Quote Includes:
• City Newsletter Self-Mailer
• Mailing services, including use of print firm’s bulk mail permit
• Mail prep, DSF, NCOA, Inkjet addresses & Deliver USPS

Proposal & Selection
The basis for vendor selection will be on Base Quote plus accepted or denied Alternate Quote as
deemed appropriate by the City of Monticello.

name on the envelope.

Proposals are due by: Friday, February 27, 2026, at 12 p.m.
NOTES
The City of Monticello reserves the right to reject any or all Proposals, to waive technical specifications
or deficiencies, and to accept any Proposal that it may deem to be in the best interest of the City.
The Contractor must comply with all local and State laws, rules, and regulations; provide their state
contractor licensing information, and provide proof of other licenses or certifications that might be
required as a condition of the project. Contractor will be required to meet the insurance specifications
as needed for the project and as required by law. It shall be the responsibility of the Contractor to
supply all necessary tools, supplies and equipment to perform the work as requested.
The Contractor shall invoice the City within 30 days of the completed project at the rates agreed to in
the contract. The City shall make payment within 35 days of receipt of invoice unless other terms are
written in the contract.
The City of Monticello shall retain the right to terminate the contract with seven (7) days notice should
the Contractor fail to perform work in a professional manner or perform the work within the demands
and time constraints established by the City of Monticello. Failure to maintain necessary licenses and/or
insurance coverage is grounds for termination of the Contract. The contract could be terminated upon
mutual agreement between the Owner and the Contractor, provided that at least 30 days notice is given
by either party prior to termination.
Contractor will be required to indemnify the City against all suits, claims, judgments, awards, loss, cost
or expense (including attorney’s fees without limitation) arising in any way out of the Contractor’s
performance or non-performance of its obligations under the Service Contract. Contractor will defend
all such actions with counsel satisfactory to Owner at its own expense, including attorney’s fees, and will
satisfy any judgment rendered against Owner in such action.
