The City of Emporia is accepting bids for the removal of approximately 1500 square feet of asphalt and 1000 square feet of turf. It also includes installing of approximately 2500 square feet of 8” reinforced concrete with a 12” packed aggregate base. Must include 3 collision posts and allow time for electrical install into base aggregate before concrete pour. This work will be done at the Emporia Municipal Airport, 1005 Road 120 Emporia, Kansas.
Bidder will provide the materials, equipment and personnel to complete the project. The transfer of removed material to an on airport site, and construction site cleanup will also be the duty of the bidder.
The project will need to be completed by August 31, 2026.
Bids for this project will need to be received by 2:00 p.m. June 9, 2026. Bids shall be mailed to “City of Emporia Public Works Center” at 1220 Hatcher St. Emporia, KS 66801, or dropped off in a sealed envelope marked “Airport Concrete Bid” at that address. Notification to winning bidder will be by June 17, 2026.
GENERAL TERMS AND CONDITIONS FOR VENDORSVendor
The general rules and conditions which follow, apply to all purchases and become a definite part of each invitation for proposal, invitation to bid, purchase order or award issued by the City of Emporia Public Works Center, unless otherwise specified. Bidders or their authorized representatives are expected to fully inform themselves as to the conditions, requirements, and specifications before submitting bids; failure to do so will be at the bidder's own risk and he/she cannot secure relief on the plea of error.
Bid Forms
Bids shall be submitted on the forms provided by the City, when made available, or written up by the bidder. The bidder should keep one copy for his files and submit one signed copy no later than 2:00 p.m. December 1, 2025. Envelopes containing bids are to be marked "Airport Concrete Bid." Bids are to be returned or mailed to the Public Works Center, 1220 Hatcher St, Emporia, KS 66801.
Late Bids
Formal bids, amendments thereto, or request for withdraw of bids received by the City after time specified for bid opening will not be considered.
Freight on Board
All prices are to be F.O.B. Emporia, KS, or destination as specified by the city in the following documents.
Bids Binding 60 Days
Unless otherwise specified, all formal bids submitted shall be binding for sixty (60) calendar days following bid opening date, unless the bidder(s), upon request of the City, agrees to an extension.
Rejection of Bids
The City reserves the right to accept or reject any and or all quotations, or parts thereof.
Payment Terms
The City pays for materials, received, on or near the tenth (10th) day of the following month after delivery of goods or services, unless otherwise stated in the specifications.
Tax Exemption
The City is exempt from all local, state and federal taxes.
Liquidated Damages
The City reserves the right to assess a late penalty of up to 2 percent per day, unless otherwise specified, if the commodity or service is not delivered within the time agreed upon.
Resident Bidders: Preference
The City reserves the right to award bids to local vendors if it is deemed to be in the best interest of the City.
Pre-Bid Conferences
Pre-bid conferences can be held to provide time for a vendor/contractor to ask questions, or to comment on the specifications. Pre-bid conferences will be held in a timely manner to allow time for addendums to be sent to interested vendors before the bid date. Pre-bid conferences will also be used as a time to view the job site. Pre-bid conferences shall be scheduled with the management team at the Emporia Municipal Airport by calling 620-343-5600.
Non-Discrimination
As per Kansas Statute Number 44-1030, no contractor who is the recipient of City funds, or who proposed to perform any work or furnish any goods under this agreement shall discriminate against any worker, employee or applicant, or any member of the public, because of religion, race, age, sex, color, or national origin nor otherwise commit a discriminatory employment practice. Contractor further agrees that this article will be incorporated by Contractor in all contracts entered with suppliers of materials or services, contractors, and sub-contractors and all labor organizations, furnishing skilled, unskilled and craft union skilled labor, or who may perform any such labor or services in connection with this contract.
