The City of Hopkins is seeking a qualified consultant or consultant team to
design, facilitate, and evaluate meaningful, inclusive, creative, and
community-centered public engagement for the Hopkins 2050
Comprehensive Plan update.
I. BACKGROUND AND PURPOSE
Hopkins adopted Cultivate Hopkins, its 2040 Comprehensive Plan, in 2018.
Since then, the City has experienced continued redevelopment and
community change, including significant investment in downtown Hopkins
and key corridors, the Green Line Extension, evolving demographics and
housing needs, new sustainability and resiliency initiatives, and substantial
changes to the zoning and development framework.
The updated plan, Hopkins Mosaic 2050, will build on Cultivate Hopkins while
responding to changing conditions, emerging opportunities, and community
priorities. The City will use an established Hopkins Mosaic branding, style
guide, and graphic icons. An art-forward engagement approach that uses
creativity, technology, and fun is desired.
The Comprehensive Plan update is being coordinated, where appropriate,
with preparation of a Safe Streets for All (SS4A) Plan and Parking
Management Plan to reduce engagement fatigue. It also builds on recently
completed work including the Housing Plan, Parks System Master Plan,
Climate Solutions Plan, Heat Vulnerability Study, and End of Trip Facilities Plan.
The Metropolitan Council's regional planning framework, Imagine 2050,
provides the regional context for the update.
The City is intentionally not prescribing a fixed number or type of engagement
events. The selected consultant will recommend the appropriate mix, timing,
scale, content, and format based on the City's goals, community
characteristics, participation data, project schedule, and available resources.
II. ENGAGEMENT PHILOSOPHY
Hopkins' engagement philosophy is to “take it to them”—meeting residents
and stakeholders where they are rather than relying primarily on formal
public meetings or expecting people to come to City Hall. The City seeks:
• Broad and inclusive participation, including historically
underrepresented residents and stakeholders.
• Proactive outreach through pop-ups, existing community events,
partnerships, and community networks.
• Meaningful, actionable
input that can inform the
Comprehensive Plan.
• Transparent
communication about
what is being asked, what
was heard, and how input
was used.
• Coordination with other
City initiatives where
appropriate.
• Flexibility to adapt methods based on participation and community
feedback.
• Creative, art-forward, welcoming, and interactive participation.
• An approach that builds community ownership of the Hopkins Mosaic
2050 vision.
Proposals should demonstrate how these principles will shape the actual
engagement approach, rather than simply restating them.
III. SCOPE OF SERVICES AND DELIVERABLES
The selected consultant will develop and implement engagement throughout
the Comprehensive Plan update. The City is also adding a public art chapter
to the Comprehensive Plan. Proposers may recommend additional or
alternative approaches that improve the reach, quality, or usefulness of
engagement.
Task 1 – Engagement Strategy and Project Coordination
a. Work collaboratively with City staff and the Comprehensive Plan
project team and participate in regular coordination meetings.
b. Develop a detailed Public Engagement Strategy and work plan
identifying audiences, objectives, methods, timing, responsibilities,
outcomes, outreach, equity/accessibility strategies, coordination
opportunities, evaluation measures, and anticipated hours/costs.
c. Recommend the appropriate mix and quantity of engagement
activities and a process for adapting them based on participation and
feedback.
d. Coordinate, where appropriate, with the SS4A Plan, Parking
Management Plan, and other City initiatives.
e. Integrate into the staff’s current methods for tracking participation and
recommend methods to collect reach, engagement themes, and
participation gaps.
f. Prepare presentations and
materials for City staff,
Planning and Zoning
Commission, City Council,
stakeholder groups, and other
meetings as requested.
Deliverable: City-approved Public
Engagement Strategy and Work Plan.
Task 2 – Community Vision
Engagement
The first phase focuses on
understanding what people value
about Hopkins today and developing
a shared vision for Hopkins in 2050.
a. Design and facilitate
additional community
visioning activities particularly
using nontraditional methods.
