The City of Santa Cruz, California, invites sealed bids for the Santa Cruz RRF Enclosed Flare Station Installation Project.
Sealed bids for the construction of the Project will be received at the Santa Cruz Public Works Department, 809 Center Street, Room 201, Santa Cruz, CA 95060, until March 10, 2026 at 2 pm local time in a sealed envelope plainly endorsed with the Project Name and Number, listed in this solicitation. At that time the Bids received will be publicly opened and read. Bids received after the date and time stated above will be rejected as nonresponsive.
The project engineer's estimate is $635,000.
The project consists of installation of an enclosed low-nitrogen oxide (Nox) flare to act as the backup landfill gas collection and destruction device for the existing onsite landfill gas collection system and Landfill Gas to Energy (LFGTE) Plant. The purpose of this improvement is to establish a permanent backup flare facility to collect and destroy methane gas under regulatory provisions of the Monterey Bay Air Resources District (MBARD) in the event that the LFGTE is temporarily shut down. The flare station would be located within the City of Santa Cruz Resource Recovery Facility at 605 Dimeo Lane, Santa Cruz, CA 95060.
The project includes construction of an approximately 3,600-square-foot flare station, which would house the low NOx flare station equipment, including the enclosed flare stack, an air compressor, three blowers, a condensate management system, and the equipment control panel. The station would be installed on two concrete pads and would be accessed by an existing landfill road. A three-foot tall concrete retaining wall would be installed on the northern boundary of the new station.
