Liberty Terrace Apartments Refresh-South
Description:

The State University of New York at Albany (Uptown Campus) will receive sealed bids for project number P-1565S titled Liberty Terrace Apartment Refresh SOUTH until 2:30 p.m. local time on September 11, 2025 at University at Albany, Service Building "A", 1400 Washington Ave., Albany, NY 12222 Room 103), where such proposals will be publicly opened and read aloud.

The scope of this project is for the replacement of finishes and fixtures for the Living, Kitchen/Dining, Hallway and Bedrooms spaces as defined in the Drawings. Liberty Terrace South has 58 student apartments, and 2 staff apartments. This project is to be completed in two phases over two summers. Scope includes, but is not limited to; select demolition and replacements of flooring, kitchen cabinets, fixtures, appliances, kitchen electrical receptacles and painting. Add Alternate 1 includes replacements of light fixtures (in-kind), ceiling tile, and diffusers (in-kind) throughout the apartments. Add Alternate 2 includes replacement of apartment window blinds.

All ON SITE work of this Project herein shall be started on the following dates :

  • Liberty Terrace Apartments SOUTH Phase 2 5/18/27 All work for this Project must be Substantially Completed no later than:
  • Liberty Terrace Apartments SOUTH Phase 1 7/24/26
  • Liberty Terrace Apartments SOUTH Phase 2 7/23/27 All work on this Contract is to be Fully Completed by:
  • Liberty Terrace Apartments SOUTH Phase 1 8/7/26
  • Liberty Terrace Apartments SOUTH Phase 2 8/6/27

Plan holders who have registered and paid for the bid documents will need to make the determination if hard copies of the addenda are required for their use and coordinate directly with the printer for hard copies of documents and addenda to be issued.

An optional pre-bid walkthrough is scheduled for 11 a.m. local time on August 7, 2025 , with interested parties meeting at the Uptown Campus, Service Building A, Room 103 to preview the bid set, and then commence on a tour of the Liberty Terrace Apartments. This is not mandatory but it is highly recommended that anyone truly interested in this job attends a site visit.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.

All work shall be in accordance with construction drawings and specifications. Contractor must be able to secure a performance bond for the full amount of their bid and should be prepared to anticipate a value in excess of $5 million for this project. Please note that this project is exempt from the Wicks Law.

It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.
