ADVERTISEMENT FOR BIDS
Sealed bids will be received by the City of Bainbridge Island for the EAGLE HARBOR FISH PASSAGE (COOPER CREEK) PROJECT until 9:30 am, March 7, 2025, at the City Hall Finance Front Desk, 280 Madison Avenue N., Bainbridge Island, Washington 98110 and will be opened and publicly read out loud at 10:00 am on March 7, 2025
All bid proposals must be on the form provided and must be accompanied by a bid surety in an amount equal to five percent (5%) of the amount of the bid proposal. A bid surety may be submitted as a cashier’s check, postal money order, or surety bond. (The amount of the surety bond may be stated either as a dollar amount or as a percentage of the bid proposal.) Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in this Project Manual, then the bid proposal deposit shall be forfeited to the City of Bainbridge Island.
Additionally, this project is subject to the apprenticeship requirements of RCW39.04.320. The apprenticeship requirements are set forth in General Special Provision (GSP) 1-07.9(3) in this contract.

Bids must be sealed with the outside of the envelope marked by the PROJECT NAME AND BID OPENING DATE. The name and address of the bidder should also appear on the outside of the envelope. Faxed or electronic bids and/or surety bonds will not be accepted. After the date and hour set for the opening of bids, no bidder may withdraw its bid unless the award of the contract is delayed for a period exceeding 120 calendar days following the bid opening. All bidders agree to be bound by their bids until the expiration of the stated time period.

NATURE OF IMPROVEMENT: The Contractor shall provide all labor, materials, tools, equipment, transportation, supplies, and incidentals necessary for the following major elements:
This project aims to enhance the Cooper Creek system to support local fish populations, particularly anadromous species like salmon and trout. The key objectives include creating a more natural stream bed and ensuring fish can move freely at all tidal levels. The project involves replacing the existing 30-inch concrete culvert with a new box culvert to restore the stream's natural flow, reconnecting 9,000 square feet of intertidal salt marsh to regular and complete tidal flows, and eliminating the predator trap currently created by the culvert. This will provide immediate access to approximately one mile of high-quality habitat for Coho and Chum salmon, as well as Coastal Cutthroat trout. The project will enhance both freshwater and intertidal habitats, benefiting native salmon and trout species, including the ESA-listed Chinook salmon. Additionally, this project accommodates and adds non-motorized improvements over the culvert and includes concurrent coordination with the Eagle Harbor Drive and Wyatt Way Non-Motorized Improvements. Construction activities must align with the environmental goals and regulatory requirements outlined for the project.
The City of Bainbridge Island reserves the right to reject any or all bids and to waive informalities in the bidding process. The contract will be awarded to the lowest responsible bidder. Bidders must meet the mandatory responsibility criteria required by RCW 39.04.350 and any supplemental criteria described in the Contract Documents. Bidders should verify they meet the responsibility criteria before submitting a bid.
