Services
1. INTRODUCTION AND GENERAL REQUIREMENTS
INTRODUCTION:
This document constitutes a request for competitive, sealed qualifications for the provision of Professional
Engineering and Architectural Services – Service Center Addition (SCA).
Selection of professional services shall be conducted in accordance with:
Missouri Revised Statutes Chapter 327
Section 3.145 of the Webster Groves City Code – Policy and Procedure for the Procurement of
Engineering, Architectural, and Land Surveying Services
This project is designated as a Class A Project pursuant to Section 3.145(e)(2)(A), as the anticipated
professional service fees exceed $5,000. Final selection is subject to approval by City Council.
Organization - This document, referred to as Request for Qualifications (RFQ), is divided into the following
parts:

Terminology/Definitions: Whenever the following words and expressions appear in a RFQ document or
any addendum thereto, the definition or meaning described below shall apply.
Addendum/Amendment means a written, official modification to an RFQ.
Attachment applies to all forms which are included with an RFQ to incorporate any
informational data or requirements related to the performance requirements and/or
specifications.
Qualifications end date and time and similar expressions mean the exact deadline required
by the RFQ for the receipt of sealed qualifications.
Offeror means the supplier, vendor, person, or organization that responds to an RFQ by
submitting qualifications with prices to provide the equipment, supplies, and/or services as
required in the RFQ document.
Buyer means the procurement staff member of the Purchasing Division. The contact
person as referenced herein is usually the buyer.
Contract means a legal and binding agreement between two or more competent parties, for
a consideration for the procurement of equipment, supplies, and/or services.
Contractor means a supplier, offeror, person, or organization who is a successful offeror as
a result of an RFQ and who enters into a contract.
Exhibit applies to forms which are included with an RFQ for the offeror to complete and
submit with the sealed qualifications prior to the specified end date and time.
Request for Qualifications (RFQ) means the solicitation document issued by the
Purchasing Division to potential offerors for the purchase of equipment, supplies, and/or
services as described in the document. The definition includes all exhibits, attachments,
and addendums thereto.
May means that a certain feature, component, or action is permissible, but not required.
Must means that a certain feature, component, or action is a mandatory condition.

Shall have the same meaning as the word must.
Should means that a certain feature, component and/or action are desirable but not
mandatory.
ROSTER OF CONSULTANTS
In accordance with Section 3.145(b):
The City maintains a roster of qualified professional firms. Firms responding to this RFQ shall be deemed
to be submitting an expression of interest consistent with City Code requirements.
Firms must:
Be authorized to conduct business in Missouri
Maintain Missouri professional registration
Demonstrate adequate personnel for the project
PROJECT INITIATION
The using department has prepared a Scope of Services including:
Description of work and objectives
Specific tasks required
Assistance to be provided by the City
Required timeframe
Budgetary parameters
QUALIFICATIONS SUBMISSION:
Qualifications may be submitted in a sealed envelope at the purchasing office or sent via email to
bids@webstergrovesmo.gov . No other media of qualifications will be accepted. Sealed qualifications
must be delivered to the Finance Department 4 E Lockwood Ave, Webster Groves 63119 by the closing
date and time. Qualifications received after the appointed time will be determined non-responsive and will
not be opened. Sealed qualifications must be submitted in four (4) copies, one of which must be an original
and so marked. The qualifications must be in sealed envelopes and marked in bold letters “RFQUAL
Professional Engineering and Architectural Services – Service Center Addition).”
QUESTIONS/CLARIFICATIONS OF THE REQUEST FOR QUALIFICATIONS:
All questions concerning the solicitation and specifications shall be submitted in writing via e-mail or fax
to the name below. You are encouraged to submit your questions via e-mail.

Any oral responses to any question shall be unofficial and not binding on the City of Webster Groves. An
Addendum to this RFQ providing the City of Webster Grove’s official response will be issued if necessary
to all known prospective offerors. Questions must be submitted no later than 5:00 p.m. on 05/08/2026.
This written Request for Additional Information will take place of the normal Pre-Qualifications
Conference.

DETAILED PROPOSALS
Firms invited to submit detailed proposals shall provide:
1. Name of firm principal
2. Licensed project supervisor
3. Ability to meet schedules
4. Description of project methodology
5. Cost and fees of services and deliverables
6. For each discipline:
o Position classifications
o Hourly billing rates
o Salary cost multiplier
o Overhead multiplier
o Profit multiplier
7. Outside consultants retained
8. Completed projects list
9. Current projects underway with estimated cost
10. Data-gathering methods (if applicable)
11. Evaluation techniques (if applicable)
CONTRACT DOCUMENTS:
The final agreement between the City of Webster Groves and the offeror will include by reference:
Offeror’s Response to the RFQ
The City Issued RFQ with any addendums
Any changes, additions or modifications hereto will be in writing and signed by the City Manager. No
other individual is authorized to modify the agreement in any manner.
FUNDS:
Financial obligations of the City of Webster Groves payable after the current fiscal year are contingent upon
funds for that purpose being appropriated, budgeted, and otherwise made available. In the event funds are
not appropriated, any resulting Contract will become null and void, without penalty to the City of Webster
Groves.
MISSOURI LICENSURE AND CERTIFICATE OF AUTHORITY:
Offeror certifies that it is currently in compliance, and agrees to maintain compliance for the duration of
the agreement/contract, with all licensure requirements of the Missouri Board for Architects, Professional
Engineers, Professional Land Surveyors and Professional Landscape Architects (hereinafter referred as
APEPLSPLA) to practice in Missouri as a professional engineer as provided under Chapter 327 of the
Missouri Revised Statutes. To the extent required by Section 327.401 of the Missouri Revised Statutes,
offeror understands and agrees that the person personally in charge and supervising the professional
engineering services of offeror under the agreement/contract shall be licensed and authorized to practice
engineering in Missouri, and the offeror will keep and maintain a valid certificate of authority from
APEPLSPLA.

2. SCOPE OF SERVICES
PERIOD OF SERVICES
Commencement of services is anticipated shortly after Council approval. Total project duration is expected
to be four (4) to six (6) months.
SCOPE OF SERVICES:
The project has an approved budget set forth by City Council of $500,000 to proceed in this budget year of
2026 and to move forward into fiscal year 2027 with anticipated supplemental funding of up to $800,000.
Consultant shall work with City staff and the project team to develop design and construction documents
based on the approved Concept Design of the Service Center Addition. A facility design is pursued under
this request to provide safe and equitable service to the Webster Groves residents, businesses, and visitors.
Consultant services and products to be rendered in performing all work associated with the project shall
include, but may not be limited to:
1. DESIGN DEVELOPMENT SERVICES
The consultant shall refine the Owner-provided Concept Plan into a coordinated Design Development
(DD) package.
Architectural Services
Code compliance validation
Floor plan refinement
Elevations and materials
Interior finish development
Egress and accessibility coordination
Engineering Services
Structural feasibility analysis
HVAC sizing for 80-person conference occupancy
Electrical, lighting, AV, and life safety coordination
Fire protection system concepts
Deliverables
Coordinated DD drawings
Updated code analysis
Outline specifications
Cost/Fee estimate coordination
2. CONSTRUCTION DOCUMENTS SERVICES
The consultant shall prepare complete and coordinated Construction Documents based on the approved
Design Development package and Owner-provided Concept Plan.
Services shall include:
Final plans and elevations
Structural calculations
Final MEP drawings and related schedules
Lighting layouts and controls
Power and low-voltage coordination
