This synopsis is issued in accordance with FAR Part 14 and 19. This acquisition is a 100% Set-Aside to Small Businesses. The applicable NAICS Code is 238220 – Plumbing, Heating, and Air- Conditioning Contractors with a Small Business Size Standard of $19.0 Million. The Product Service Code is Y1NZ – Construction of Other Utilities.

The United States Coast Guard, Civil Engineering Unit Providence (USCG CEUP), has a construction project to remove the existing oil-fired boilers, above-ground storage tank, fuel piping, and piping/electrical work associated with the same. Install replacement systems as specified resulting in a fully functioning hot water heating plant. The location of the work is U.S. Coast Guard ANT New York at Bayonne, New Jersey.

Scope of Work

Specific work includes removal of two (2) existing oil-fired 650 MBH cast iron sectional boilers and other central heating plant equipment; replace with natural gas fired condensing boilers, including combustion and ventilation air, insulation, supports, piping, pumps and expansion tank. Removal of existing 2,000 gallon #2 heating oil double wall steel above-ground storage tank (AST-1) and all fuel piping, both above and below ground. Extend natural gas piping, from point of connection at existing underground utility service piping to boilers. This requirement will contain one option item to provide temporary heat.

The estimated price range of this Project is between $500,000 and $1,000,000.

A solicitation for this requirement will be posted, along with the specifications and drawings, to SAM.gov on or about 24 January 2025. Sealed bidding procedures, in accordance with FAR Part 14, will be utilized. The tentative date set for bid opening is 25 February 2025 at 2:00p.m., local time Warwick, RI.

Bids must be valid for a minimum of 60 days.

The period of performance is 124­­­ calendar days from issuance of the Notice to Proceed.
