Invitation to Bid
Sealed proposals for MOUNT VERNON MUNICIPAL CENTER RENOVATION 2511301
will be received by the City of Mount Vernon at the office of the Safety-Service Director, 40 Public
Square, Mount Vernon, Ohio, 43050, until 11:15 am local time, March 26, 2026, and then at said office
publicly opened and read aloud.
Bids shall be sealed and marked on the outside envelope as bid for MOUNT VERNON
MUNICIPAL CENTER RENOVATION 2511301 and mailed or delivered to Tanner Salyers, Safety-
Service Director, City of Mount Vernon, Ohio, 40 Public Square, Mount Vernon, Ohio, 43050.
This project encompasses renovation of the existing building located at 236 S Main St.
Renovation includes demolition and erection of both structural and partition walls to create new office
space, constructing restroom and break room facilities, electrical improvements, and HVAC
improvements as indicated in the drawings and specifications. Questions regarding the work should be
directed to the City Engineer at 740-393-9528.
Plans, specifications and bid forms may be and obtained at the City Engineering Department
upon payment of $30.00 for each set. Checks shall be made payable to City of Mount Vernon, Ohio and
all documents become the property of the prospective bidder, with no portion of the payment being
refunded. The Bidding Document Package must be purchased from the above-mentioned location to be
considered a plan holder, receive addenda, and be eligible to bid on the project.
Each proposal must contain the full name of the party or parties submitting the proposal and all
persons interested therein. Each bidder must submit evidence of its experiences on projects of similar
size and complexity. The Owner intends and requires that this project be substantially complete by
December 30, 2026 and ready for final payment by January 15, 2027.
Each proposal must be accompanied by a bid guaranty in the amount of ten (10) percent of the
bid. Said guaranty may be in the form of a bid bond, bid guaranty and contract bond, a certified check or
cashier’s check or a letter of credit. Bid guarantees must meet the requirements of Section 153.54 of the
Ohio Revised Code.
All contractors and subcontractors involved with the project will, to the extent practicable use
Ohio Products, materials, services, and labor in the implementation of this project. Additionally,
contractor compliance with the equal opportunity requirements of Ohio Administrative Code Chapter
123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
This is a prevailing wage project and is subject to the requirements of Ohio Department of
Commerce Wage and Hour Division and Chapter 4115 of the Ohio Revised Code.
The City reserves the right to reject any and all bids and to waive any informalities.
