  16. Description: One, clean, approved, U.S. Jones Act, Articulated Tug and Barge / Integrated Tug and Barge / Non-connected Tug and Barge with an Inert Gas System or equivalent system and Segregated Ballast Tanks that is capable of carrying a minimum of 150,000 bbls of clean product (JP5/F76/JAA) within the vessel’s natural segregation in designated cargo tanks.

  17. Place of Contract Performance: The intended place/range of delivery is U.S. West Coast, Range and Port in Charter’s Option (Intentions: Selby, CA) and the intended redelivery place/range is U.S. West Coast, Range and Port in Charter’s Option (Intentions: Puget Sound, WA). The laydays commence 27 May and cancel 29 May 2026 and the period of performance is about 60 days.

  18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The Small Business Administration’s Procurement Center Representative concurred with this decision.
