FOUR-FACED DECORATIVE POST CLOCK
PURPOSE
The City of Parkersburg is soliciting sealed bids for the furnishing and delivery of one (1)
decorative, four-faced post-mounted street clock for at City Park (Park Avenue and 23rd
Street).
This procurement is for supply only. Installation will be performed by others.
BRAND NAME OR EQUAL
This specification is intended to describe a high-quality, traditional-style post clock
consistent with historic American street clock design.
Any reference to specific features is intended to establish a standard of quality, design, and
performance. Bidders may propose equivalent products, provided they meet or exceed all
stated specifications.
Bidders o ering an equivalent product must submit su icient documentation to
demonstrate equivalency, including:
Product specifications
Shop drawings/renderings
Materials and finish details
Electrical/mechanical details
GENERAL DESCRIPTION
The unit shall be a decorative, freestanding, four-dial post clock designed for outdoor
municipal use, incorporating a traditional architectural aesthetic suitable for a historic park
setting.
REQUIRED SPECIFICATIONS
Configuration
Four (4) clock faces oriented at 90-degree intervals
Post-mounted, self-contained unit
Overall height: approximately 12 feet 7 inches (± 3 inches acceptable)
Designed for permanent outdoor installation
Clock Faces
Diameter: 24 inches (± 1 inch)
Dial style: Traditional Arabic numerals
High-contrast face for visibility (white or light background with dark numerals
preferred)
Protective lenses: impact-resistant, weatherproof material (e.g., polycarbonate or
glass)
Illumination
Internal LED illumination for all four faces
Even light distribution with no visible hotspots
Photocell-controlled operation (automatic dusk-to-dawn activation)
Movement and Accuracy
Electrically powered clock movement
Synchronized operation across all faces
Heavy-duty timekeeping mechanism designed for continuous outdoor operation
Integrated digital controller located in the base of the unit
Automatically maintains accurate time
Materials and Construction
Clock housing, post, and structural components shall be constructed of cast
aluminum and steel
Materials shall be:
o Corrosion-resistant
o Applicable for long-term outdoor municipal use
Subject to:
o Moisture
o UV exposure
o Freeze/thaw cycles
o Temperature fluctuations
Finish
Factory-applied, weather-resistant finish
UV-stable coating to resist fading, peeling, or cracking
Mounting
Designed for anchor-bolt mounting to a concrete foundation (by others)
Contractor shall provide:
o Base plate specifications
o Anchor bolt layout/template
o Installation requirements and/or shop drawings
Electrical Requirements
Internal wiring complete and factory-installed
Must comply with all applicable electrical codes
Certifications
UL listed or equivalent to nationally recognized testing laboratory (NRTL)
certification
Customization
Clock shall include a custom header panel
Header text to be provided by the City (e.g., “Parkersburg” or similar)
Vendor shall include:
o Design proof/mockup for approval prior to fabrication
Control System
Clock shall include an integrated digital control system housed within the base
Controller shall:
o Be easily accessible for maintenance
System shall be designed for minimal maintenance and long-term reliability
DELIVERY
Delivery shall include:
o Fully assembled or major components ready for installation
Vendor shall coordinate delivery timing with City sta
SUBMITTALS REQUIRED WITH BID
Bidders must include:
Product data sheets
Detailed specifications
Shop drawings or renderings
Description of materials and finishes
Warranty information
Lead time for fabrication and delivery not to exceed 4 months
WARRANTY
Clock shall include a minimum three (3) year warranty covering parts and labor
Vendor to provide free lifetime technical phone support for the operational life of the
clock
BASIS OF AWARD
Award will be made to the lowest responsive and responsible bidder meeting
specifications, considering:
Compliance with specifications
Quality and durability of materials
Aesthetic compatibility
Delivery timeline
Warranty
EXCLUSIONS
This contract does not include:
Site preparation
Foundation construction
Installation
