RFP Missoula Water PLC Replacements and On-Call SCADA Services

The City of Missoula, Montana is seeking proposals from Process Instrumentation and Controls Systems Contractors for replacement of Programmable Logic Controllers (PLCs) and on-call Supervisory Control and Data Acquisition (SCADA) System Services related to the City’s water and wastewater utilities.

The City of Missoula operates a public water supply system and a wastewater collection and treatment system. These systems are controlled and operated by complex SCADA systems. The primary objective of this procurement process is to select a Contractor to assist with replacement of several PLCs that operate key portions of the City’s water system. Each PLC replacement will also include replacement of the chassis, all input/output modules and power supplies.

The water system has 87 different sites (wells, boosters, tanks and Pressure Reducing Valves) most of which have a legacy Rockwell 500 series PLC that needs to be replaced over the next 5-10 years.

The Contractor will be required to submit a written plan for how new PLC’s at remote sites and the operations center will operate in parallel with existing PLC’s at other remote sites until all PLC’s have been replaced.

Electronic responses are due August 27, 2025 at 3:00 p.m. local Mountain time.
