Sealed bids must be in the Purchasing Department no later than the time specified to be considered. Submissions received
after the deadline will not be considered. Envelopes must bear the name of the supplier, company address and the words “IFB
26-050 Final Clarifier Drive Unit” or “IFB 26-050 NO QUOTE.” Facsimile or email bids will not be accepted.
All bids must be submitted on the attached forms, or your bid will be disqualified. Bidder shall furnish all the information
required by the solicitation. The bidder’s name must be typed or printed on the bid sheet and signed by the bidder or
appropriate authorized executive officer of the bidder’s company. Bidders must initial any changes or erasures. Bidders should
retain a copy of bids for their records.
Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifying
the addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will result
in rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.
All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, all
prices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the right
to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process at
any time, if deemed by MAWSS to be in MAWSS’s best interest.
A Purchase Order and this “Invitation for Bid” with “Specifications,” “Conditions,” “Bid Form,” signed by the successful bidder’s
authorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with the
Invitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to be
purchased.

CONDITIONS
The Board of Water and Sewer Commissioners of the City of Mobile will accept bids for the Replacement Final Clarifier Drive
Unit in our Purchasing Department Bid Box located at the East Visitor Entrance at 4725 Moffett Road, Mobile, AL. 36618 no
later than 10:30 a.m. local time on September 2, 2026. Bids will be opened immediately after bid closing time in the Operations
Center Board room located at the East Visitor Entrance. Award will be by Total Cost & Lead Time. The bidder offers and agrees,
if this bid is accepted, to furnish the items as defined in the specifications for the unit price set opposite each item. Pricing shall
be FOB Mobile, Alabama. All items shall be delivered to Wright Smith Jr. WWTP located at 1879 Conception St. Rd. or to the
job site as needed. The bidder shall state the expected length of delivery time on the Bid Form.
Bidders are highly encouraged to schedule a site visit prior to submitting a bid. Failure to obtain information from the site or
manufacturer does not grant exceptions, deviations, substitutions, or qualifications from full compliance with the bid
specifications.
Bidder understands and agrees that manufacturer and part numbers are provided for descriptive purposes only. Items of equal
or better quality will be considered but must be approved by MAWSS in writing. Upon delivery, if the quality, durability or
performance of any product represented as equal or better is determined by MAWSS to be unsatisfactory, MAWSS will require
a suitable substitute or will require that the originally specified item be delivered, at the unit price originally offered by bidder.
No substitution for items to be provided pursuant to this contract shall be permitted during the contract period without the
express written consent of MAWSS. All items provided shall be for commercial use and for the purposes reflected in the
contract documents.
No bid on closed out or discontinued item(s) will be accepted. Item(s) that have a determinable shelf life must be disclosed at
the time of bid submittal. MAWSS shall not be committed to the purchase of a pre-established minimum quantity for any one
item.
Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after the
scheduled closing time for receiving bids.
MAWSS reserves the right to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to
terminate the bid process at any time, if deemed by MAWSS to be in MAWSS’s best interest.
A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,
division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. In such cases, unit
prices shall not be changed.
It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions or
changes of any type have been made to this Invitation for Bid, Conditions, Specifications, Bid Form or any other bid documents.
Bid documents and any amendments made to this bid will be posted on our website at www.mawss.com.

SPECIFICATIONS
Furnish Replacement Final Clarifier Drive Unit
Wright Smith Jr., Wastewater Treatment Plant
1. GENERAL
1.1 Purpose
The purpose of this solicitation is to obtain competitive bids for the engineering, manufacture, furnishing, and
delivery of one (1) complete replacement drive unit for the #1 Final Clarifier at the Wright Smith Wastewater
Treatment Plant.
Bidders are highly encouraged to schedule a site visit prior to submitting a bid. Failure to obtain
information from the site or manufacturer does not grant exceptions, deviations, substitutions, or
qualifications from full compliance with the bid specifications.
1.2 Existing Equipment Reference
The replacement drive is intended for one (1) existing 126-foot-diameter C3 final clarifier. The existing equipment
reference/serial information is 23516-05 A/B. The basis-of-design replacement is an Ovivo C40DH drive unit. The
equipment and serial references are provided to assist bidders in identifying the existing configuration and required
fit and function and do not limit competition to the original equipment manufacturer.
1.3 Scope of Supply
The successful bidder shall furnish a complete replacement drive system consisting of, at minimum:
• One (1) complete clarifier drive unit assembly, Ovivo C40DH or approved equal.
• Hydraulic power unit with 1 HP motor, 460 V, three-phase electrical service.
• Digital torque monitoring control panel.
• Factory-applied protective coating system meeting Section 3.5.
• Installation fasteners and shim kit, Type 304 stainless steel.
• Operation and maintenance manual.
• Engineering necessary to produce a drive system that fits and functions with the existing clarifier.
• Freight and delivery to the Wright Smith Jr., Wastewater Treatment Plant located at 1879 Conception
Street Rd., Mobile, AL 36610.
1.4 Base Bid Limits
The base bid is for engineering, manufacture, furnishing, and delivery only. Removal of the existing drive,
installation of the replacement drive, startup/checkout services, drive lubricants or oil, disposal of existing lubricants
or fluids, unloading, field finish or touch-up painting, electrical disconnection or installation, and alteration of the
existing electrical supply are not included unless specifically added by written addendum or separate bid item.
2. BIDDER RESPONSIBILITIES
2.1 Complete and Compatible Supply
The bidder is responsible for furnishing a complete drive system that is mechanically, hydraulically, and electrically
compatible with the existing final clarifier and suitable for installation without unapproved alteration of the clarifier
structure or mechanism. The bidder shall identify in its bid any component, hardware, adapter, control modification,
or other change it believes is necessary for a complete installation.

2.2 Field Verification
Because the replacement drive must fit an existing installation, the successful bidder shall verify all critical field
dimensions, mounting interfaces, connection points, and other information necessary to confirm compatibility before
releasing the equipment for manufacture. Field verification may be performed by the supplier or by a qualified
representative acceptable to the supplier.
2.3 Equivalent Products and Manufacturers
Products from any qualified manufacturer are acceptable provided the bidder demonstrates full compliance with this
specification and compatibility with the existing clarifier. A proposed equivalent shall be suitable for the same
service and shall provide functional performance equal to or greater than the basis-of-design C40DH drive.
References to existing equipment, serial numbers, or original manufacturer information are for fit, function, and
identification only.
2.4 Exceptions and Deviations
Any exception, deviation, substitution, or qualification to this specification shall be clearly identified in the bid
submittal. Failure to identify an exception or required modification in writing shall be interpreted as full compliance.
Equipment, material, control, or dimensional substitutions shall not be made after award without prior written
approval by MAWSS.
3. TECHNICAL REQUIREMENTS
3.1 Clarifier Drive Unit
The supplier shall furnish one (1) complete replacement clarifier drive unit assembly suitable for the existing 126-
foot-diameter C3 final clarifier. The basis-of-design unit is the Ovivo C40DH. The drive shall be new and shall be
furnished as a complete assembly with all manufacturer-required components necessary for proper mechanical
operation.
3.2 Hydraulic Power Unit
The replacement drive shall include a hydraulic power unit with a motor arranged for 460 VAC, three-phase
electrical service. The hydraulic power unit shall be furnished complete with the components normally required by
the drive manufacturer for operation of the proposed drive system. Any required electrical service differing from 460
VAC, three-phase shall be clearly identified as an exception in the bid.
3.3 Digital Torque Monitoring Control Panel
The replacement drive shall include a digital torque monitoring control panel suitable for the proposed drive system.
The bidder shall provide manufacturer information describing the torque monitoring method, display, alarm and
shutdown functions, available output signals or communications, and required field electrical connections.
3.4 Installation Fasteners and Shims
The supplier shall furnish the installation fasteners and shim kit required for installation of the replacement drive.
Fasteners and shims shall be Type 304 stainless steel at a minimum. Any special mounting hardware, adapter
plates, brackets, or other interface components required by the proposed drive shall be included in the base bid
unless clearly identified as an exception.
3.5 Protective Coating
The basis-of-design factory coating system consists of two (2) coats of Tnemec Series N69F epoxy at a total dry
film thickness of 6-8 mils, top coated with one (1) coat of Tnemec Series 73 Endura-Shield urethane at 2-3 mils dry
film thickness. The topcoat shall be suitable for resistance to abrasion, wet conditions, corrosive fumes, chemical
contact, and exterior weathering. An equivalent coating system may be proposed if the bidder documents prove
equal or greater suitability for municipal wastewater treatment plant service.

3.6 Engineering and Workmanship
The supplier shall provide the engineering necessary to manufacture and furnish a replacement drive that fits and
functions with the existing clarifier. Equipment shall be manufactured to approved dimensions and shall be free of
defects that would interfere with installation, alignment, adjustment, maintenance, or operation. The supplier
remains responsible for the adequacy of its proposed equipment and for identifying any required changes to the
existing installation.
4. SUBMITTALS
4.1 Pre-Manufacture Submittal
Before manufacture, the successful bidder shall submit electronic shop drawings and technical data for Owner
review. Submittals shall include, as applicable:
• Manufacturer and model designation of the proposed clarifier drive.
• Overall arrangement, principal dimensions, equipment weight, mounting configuration, and drive interface
details.
• Field-verified critical dimensions and connection locations.
• Hydraulic power unit data, including motor horsepower, voltage, phase, and hydraulic schematic.
• Digital torque monitoring control panel data, including wiring and field connection requirements.
• Installation fastener, shim, adapter, and mounting hardware details.
• Protective coating manufacturer, product designations, number of coats, and dry film thicknesses.
• For proposed equivalents, technical data sufficient to demonstrate suitability and functional equivalency to
the basis-of-design drive, with a detailed comparison table juxtaposing the proposed equivalent drive unit
with the basis-of-design drive unit.
• Identification of any required mechanical, structural, hydraulic, electrical, or control modifications to the
existing installation.
• Estimated manufacturing and shipment schedule.
MAWSS review is for general conformance with the specified scope and does not relieve the supplier of
responsibility for dimensions, fit, equipment selection, engineering accuracy, compatibility, or completeness.
4.2 Final Documentation
At shipment, the supplier shall provide final approved drawings, operation and maintenance documentation,
hydraulic and electrical diagrams, and written installation/assembly instructions sufficient for installation by MAWSS
or MAWSS's separate contractor.
5. DELIVERY AND SHIPPING
5.1 Delivery Time
The bidder shall state the proposed delivery lead time in its bid. MAWSS' desired delivery is no later than fourteen
(14) weeks after purchase order acknowledgement and completion of required submittal review and field
verification. Any proposed lead time exceeding fourteen (14) weeks shall be clearly identified as an exception.
5.2 Freight
The bid price shall include all packing, handling, and freight charges necessary to deliver the complete supply to an
accessible delivery point at the Wright Smith WWTP located at 1879 Conception Street Rd, Mobile, AL 36610.
Unloading at the site will be by MAWSS. The complete drive assembly and associated components shall be
coordinated for shipment to minimize separate deliveries.
