1.0 PURPOSE
The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposals
from Engineer firms authorized to do business in the State of Virginia, to evaluate the North Route 11
Corridor, as defined in the following depiction, for consideration to current and future traffic, utilities,
and land use needs. The final deliverables would provide a comprehensive evaluation and master plan of
this area for short- and long-term planning purposes, to an estimated horizon of 2050.
Study Area:
North of the City of Harrisonburg, south of Gravels Road, east of Kratzer Road, and west of Interstate 81.
2.0 BACKGROUND
Rockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestled
between the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is located
along the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is the
third largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.
Rockingham County’s Technology Park is located within the general study area for this corridor. As this
area continues to develop—with long-standing businesses, new investment, and an upcoming sewer
expansion—the County has identified the need for additional analysis, specifically in regard to traffic,
that extends beyond the scope of the Comprehensive Plan.
3.0 SCOPE OF SERVICES & DELIVERABLES
The selected firm, under the direction of the County, shall perform in a satisfactory and proper manner all
the necessary services required under this solicitation including, but not necessarily limited to, the
following services:
Corridor Overlay District: Establishing a Corridor Overlay District for Route 11, from the City limits
to the I-81 Interchange, to define streetscape and frontage improvements, and redevelopment
characteristics aligned with realistic land uses and anticipated development over the next 25
years. This may include consideration to signage and gateway designation.
Access Management: Developing a generalized access management plan based on best practices,
with specific considerations along Route 11 corridor.

Transportation and Traffic Framework: Preparing a Transportation Plan that outlines future
arterial and collector roadway construction, including improvements to existing facilities. This
includes an area-wide transportation analysis describing current traffic conditions and projected
traffic patterns based on anticipated land use buildout, a general roadway network plan (with
potential extensions and new connections), and high-level cost and feasibility estimates for major
roadway improvements.
Public Utility Plan: Creating a Public Utility Plan indicating main extensions compatible with
current and planned facilities, considering terrain and system constraints. This includes an
assessment of overall water and sewer capacity, identification of areas where service can be
extended, locations that may require pump stations, and implications for commercial, industrial,
and residential development.
Land Use Plan and Designations: Formalizing a Land Use Plan that sets appropriate boundaries
for industrial, commercial, and residential uses, ensuring compatibility with topography,
floodplain constraints, existing infrastructure, transportation access, and planned infrastructure
improvements that could inform an amendment to the Comprehensive Plan
Recommendations and Phasing: Providing recommendations for additional studies and public
improvements to facilitate intended development, and developing a Phasing Plan for
implementing the report’s recommendations.
To accomplish these tasks, the firm will:
Review existing studies
Conduct stakeholder interviews
Complete a land assessment
Assess existing infrastructure
Provide a generalized market assessment
Final Deliverables:
A comprehensive plan with target imagery, mapping, and related materials
A presentation of materials to the Board of Supervisors in a public hearing for adoption
The final report must be actionable and serve as a guide for potential future changes to the County’s
Comprehensive Plan and Zoning Ordinance.
4.0 PROPOSAL PREPARATION AND SUBMISSION
Proposal shall address the items included in the Purpose, Scope of Services and the Evaluation Criteria.
Proposals shall be as thorough and detailed as possible so that the County may properly evaluate
capabilities to provide the required services. Offerors are required to submit the following items as a
complete proposal:
Section 1 – Signed Signature Sheet (Section 8.0)
Section 2 – Plan/Methodology: Provide a description of the methodology for providing the services
described in the Scope of Services, and a specific plan for providing the services, to include:
a. What, when, and how the services will be performed.
