The City of Joplin is receiving sealed bids for demolition of structures and cleaning of areas at the following locations:
• 1710 Wall Ave
• 1316 S Pearl Ave
• 1258 W 9th St
• 1217 E 2nd St

This is a package bid and the submitted cost must cover the work needed on all listed properties. Individual bids will not be accepted.
Bids must be in the hands of the Planning & Community Development Department on or before 10:00 A.M. on Friday, May 23, 2025 in the office of the Building Department, City of Joplin, 602 S. Main Street, 4th Floor, Joplin, MO.
The Planning & Community Development Manager reserves the right to reject any or all bids and to accept the lowest or best bid.
The winning bidder must comply with all municipal codes and state regulatory requirements including but not limited to:
• Paying a $35.00 fee for a residential demolition permit (Code 1977, § 9-133; Ord. No. 2008-068, § 8, 5-5-08; Ord. No. 2015-213, § 2, 12-7-15)
• Obtaining a license and bond with the City of Joplin, guaranteeing faithful performance of all codes and requirements pertaining to the demolition of buildings in the city (Code 1977, § 9-135; Ord. No. 96-198, § 6c, 12-2-96; Ord. No. 2008-068, § 8, 5-5-08)
• Certifying the Bidder has not divulged, discussed, or compared the Bid with other Bidders and has not colluded with any other Bidder or parties
• Agreeing pricing shall remain firm and fixed for the contractual term
• Completion of demolition shall be one month after notice to proceed. If not completed within one month, the project will be rebid.
• Contractors need to bid projects without considering salvage values. The city cannot guarantee that salvageable materials will be present when the contractor starts the project.
• Contacting the utility companies to retire the necessary utilities (natural gas, water, and/or electricity) prior to demolition; then following, properly cap all utilities with approved product for the type of utility (gas, sewer and water) at least 30 inches below natural grade.
• Notify the City of Joplin building division of the date of the demolition as photos will need to be taken by an inspector the day of and prior to the demolition.
• Demolition contractors are responsible for the removal and proper disposal of all structures, foundations, footings including sidewalks, driveways, concrete slabs, dead trees, stumps and debris.
• Fill all low areas (after removal of all flooring, footings and foundations) to natural grade elevation compacted to approximate existing density then seeding all disturbed ground and covering with straw
• Notifying the Department of Natural Resources of demolition projects involving regulated structures, regardless of whether asbestos is found, at least 10 working days before the start of the project
Interested bidders will receive copies of the asbestos inspection, asbestos abatement report and photographs of the properties listed prior to the bid opening, if applicable.
