AMENDMENT 1 NOTICE — UPDATED SOLICITATION DOCUMENTS



Amendment 1 has been issued for IFB 2-1-QSC-S-26-001 on 26 May 2026.



The solicitation documents have been updated under Amendment 1. The updated documents posted with this Amendment replace and supersede the prior versions previously posted for this solicitation. Bidders shall review and rely only on the current amended documents posted with Amendment 1.



Prior versions have been removed to avoid confusion and are no longer controlling.



All affected documents have had the term “Amendment (1) 26 May 2026” added to the document name. A comprehensive summary of all revisions, clarifications, and additions associated with Amendment 1 has been added to the Documents section of the GSA Auctions webpage.



Amendment 1 includes revisions and clarifications associated with:




  • property scope and controlled aircraft applicability;

  • DEMIL/MUT operational sequencing and Government-controlled movement authority;

  • title transfer and Government acceptance controls;

  • DCOS/MCOS certification requirements;

  • bid submission documentation requirements;

  • payment and pre-award review procedures;

  • Surveillance Plan consistency and oversight language;

  • and environmental, safety, operational, transportation, and permit coordination requirements associated with NASA Wallops Flight Facility review processes.



Amendment 1 also adds:




  • Appendix E — Environmental, Safety, and Operational Work Plan Package; and

  • Appendix E Attachment 1 — Environmental, Safety, and Operational Work Plan Submission Form.



Appendix E establishes the Apparent High Bidder’s post-bid environmental, safety, operational, transportation, fire protection, and permit coordination submission requirements associated with NASA Wallops Flight Facility review and approval processes prior to issuance of the Notice to Proceed.

INVITATION FOR BIDS (IFB) NOTICE: 2-1-QSC-S-26-001



Demilitarization and Mutilation of NASA Aircraft Resulting in Aircraft Scrap Residue located at:

OVERVIEW



Commodity: Aircraft Scrap Residue / Mixed Metals Scrap



Contract Type: One-Time Sealed Bid Sale



Property Type: Aircraft scrap residue generated through required Demilitarization as a Condition of Sale (DCOS) and Mutilation as a Condition of Sale (MCOS)



Disposal Requirement: Aircraft, assemblies, components, and identifiable parts are not offered for sale. Saleable property consists only of scrap residue created after completion of required demilitarization, mutilation, Government verification, and formal acceptance.



Certain aircraft, assemblies, components, and materials subject to this solicitation may include military-origin aircraft, prototype aircraft, experimental aircraft, unmanned aerial vehicles (UAVs), and associated aerospace systems or materials requiring controlled disposition, demilitarization, mutilation, or destruction.



Duration: Performance shall commence within five (5) business days following Government approval of the End Use Certificate (EUC) and issuance of the Notice to Proceed by the Sales Contracting Officer.



All required demilitarization, mutilation, certification, removal, and site restoration activities must be completed within sixty (60) calendar days of issuance of the Notice to Proceed unless otherwise authorized in writing by the Government.



EUC Notice: The End Use Certificate (EUC) is not required at the time of bid submission. Following bid opening, the apparent high bidder shall submit a complete and accurate EUC within five (5) business days of pre-award notification as part of the Government’s pre-award eligibility, Trade Security Control, and responsibility review.



The EUC process is further described in Appendix C — Trade Security Control and End-Use Certificate (EUC) Process.



Environmental / Operational Review Notice: Amendment 1 adds Appendix E — Environmental, Safety, and Operational Work Plan Package. Appendix E establishes post-bid submission requirements applicable to the Apparent High Bidder for NASA Wallops Flight Facility review of proposed work methods, environmental controls, operational sequencing, transportation concepts, safety controls, fire protection considerations, permit coordination requirements, and associated operational impacts prior to issuance of the Notice to Proceed.



NASA Wallops Flight Facility requires that all proposed work statements, means and methods, operational needs, and related supporting information be submitted for review before NASA Wallops renders any permit, approval, or authorization for the work.

Appendix E is NOT required at the time of bid submission. Appendix E applies only to the Apparent High Bidder during the Government’s post-bid pre-award review process.



Bid pricing shall be submitted as one total lump-sum bid price. Partial bids, phased pricing, unit pricing, conditional pricing, percentage-based pricing, or alternate pricing structures are not permitted.




  • No bid deposit is required.

  • No performance bond is required for this one-time sale.



Failure to meet material solicitation requirements may result in the bid being deemed non-responsive.



SITE ACCESS / SECURITY



NASA Wallops Flight Facility is a secured Federal installation.




  • Advance coordination is required for all site access.

  • Visitor registration and approval are required prior to arrival.

  • Access is restricted to U.S. citizens with valid government-issued identification unless additional approval is obtained for other access categories.

  • REAL ID requirements may apply.

  • All inspection scheduling must be coordinated in advance with the Government.
