INVITATION TO BID
SLUDGE DEWATERING PROCESS UPGRADE
TOWN OF ORONO, MAINE
1. RECEIPT OF BIDS
The Town of Orono, Maine will receive sealed bids at the Orono Municipal
Building, 59 Main Street, Orono, Maine 04473 until Wednesday, October 21,
2026 at 1:30 P.M. where the bids will be publicly opened and read aloud.
2. PROJECT
The Base Bid work under this project includes, but is not limited to all labor,
materials, equipment, and incidentals for a sludge dewatering and processing
system upgrade including the installation of a new sludge dewatering screw press,
installation of a new sludge screw conveyor, modifications to the existing sludge
press feed pumps and installation of a new process water system suction line
basket strainer for the Orono Pollution Control Facility including general
conditions and mobilization, temporary construction facilities, demolition, sludge
dewatering screw press, control panel and all associated components; dewatered
sludge conveyor, conveyor control panel and associated support structure; screw
conveyor access platforms, sludge garage roll-off container floor plates, sludge
feed pump modifications with new motors and associated VFD’s and input line
reactors, process water duplex basket strainer, relocation of existing sludge press
flow meter, process pipe and fittings, pipe hangers and supports; electrical,
painting, cleaning of existing process pipe as noted on Drawings, and all
incidentals as required for the Base Bid sludge processing system upgrade as
shown on the Drawings and specified.
Alternate Bid No. 1 includes the replacement of the existing sludge feed plunger
pumps with new, duplex double disc sludge pumps and all associated pipe, fittings
and valves, and related electrical modifications.
Alternate Bid No. 2 includes replacement of the existing sludge press flow meter
with a new meter and associated controller.
Alternate Bid No. 3 includes replacement of the existing polymer system with
new.
Alternate Bid No. 4 is replacement of the existing process water Pump No. 3 with
a new pump and all associated pipe, fittings and valves, and related electrical
modifications.

The project must be substantially completed within 240 consecutive calendar days
and complete within 270 calendar days after the execution of Notice to Proceed.
The start date for the work can be negotiated to accommodate Contractor work
schedules and equipment delivery times.

Copies may be obtained from Olver Associates Inc., Environmental Engineers,
290 South Main Street, P.O. Box 679, Winterport, Maine 04496 upon receipt of
$250.00 for each set, non-refundable. If mailing is required, a $50.00 mailing fee
shall apply. Only registered plan holders who have obtained plans from the
engineering firm may submit a bid on the project. All questions during bidding
should be directed to Olver Associates Inc.
4. PRE-BID CONFERENCE
A pre-bid conference shall be held Thursday, September 17, 2026 at 10:00 A.M. at
the Orono Water Pollution Control Facility, 60 Broadway, Orono, Maine 04473.
5. BID BOND
A certified check or bank draft payable to the Owner or a satisfactory Bid Bond
executed by the Bidder and Surety Company in an amount equal to five percent
(5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at
least 90 days after receipt of bids unless released by Owner.
6. QUALIFICATIONS OF BIDDER
The Owner reserves the right to reject any bid if the evidence submitted by, or
investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly
qualified to carry out the obligations of the contract and to complete the work
contemplated therein. The successful Bidder will be required to provide both a
Performance and a Payment Bond, each representing 100% of the contract value,
at the time of contract execution.
