Sealed bids for the Hepperman Road Phase II Water Main Relocation Project (hereinafter “Project”) will be received by the Public Water Supply District No. 2 of St. Charles County, Missouri (“Owner”) until 2:00 p.m. CST, on August 11, 2026, at the Owner’s office, 102 Water Drive, O’Fallon, MO 63368. There will be a pre-bid meeting at 10:00 a.m. CST, on July 16, 2026, at the Owner’s office.

The Scope of Work for the Project includes the installation of approximately 3,434 LF of 12” C900 DR18 PVC, 117 LF of 12” Class 350 DIP, and 66 LF of 8” Class 350 DIP water mains with connections to existing 8” and 12” water mains. The project includes two (2) road crossings requiring casing pipes, the installation of six (6) fire hydrant assemblies, and twenty-one(21) water service connection transfers.

Bid security in the amount of Five percent (5%) of the bid amount must accompany each bid, in accordance with the Instruction to Bidders.

Wages shall be paid to each employee engaged in the work at a rate not less than the prevailing rate of wages for the particular trade or occupation, as issued by the Missouri Department of Labor and Industrial Relations. The Contractor shall be responsible for complying with the prevailing rate of wages for St. Charles County, Missouri. The Contractor shall be responsible for complying with Missouri Immigration Laws and must submit the Work Authorization Affidavit with Bid. Contractor shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for its employees working onsite on the project, as described in Section 800.

THE OWNER INTENDS TO AWARD THE CONTRACT TO THE MOST RESPONSIVE, RESPONSIBLE BIDDER SUBMITTING THE LOWEST BID. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY INFORMALITIES NOT INVOLVING PRICE, TIME OR CHANGES IN THE WORK IN THE BEST INTEREST OF THE OWNER.
