USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Anti-Corruption Monitoring Evaluation, Research, and Learning (MERL) Advisor, at the GS-14 equivalent level for USAID’s Bureau for Democracy, Human Rights, and Governance (DRG), Anti-Corruption Center (ACC).
The primary role of the Senior Anti-Corruption MERL Advisor is to oversee the analytic research agenda, deliver knowledge products and technical assistance to support evidence-based anti-corruption programming, and improve USAID’s ability to capture the totality of what the Agency is doing to counter corruption and how well USAID’s approaches are working. The Senior Anti-Corruption MERL Advisor will also provide technical assistance to USAID Missions and other operating units on anti-corruption MERL. The incumbent is expected to carry out work assignments using independent professional judgment to ensure effective policy leadership and support to DRG and other technical offices and colleagues in Washington, D.C.
The duration of the contract period is anticipated to include a two (2) year base period with three (1) one-year option periods for a total maximum possible period of performance of five (5) years.
