(1) INTRODUCTION AND PURPOSE
This contract provides support services to the Naval Air Warfare Center Weapons Division (NAWCWD) Test Management Branch, which serves as the primary point of contact for tests and training events conducted on the PMSR. The Test Management Branch supports both United States and FMS customers and provides support through the design, planning, cost
estimating, and scheduling of all test and evaluation operations.
(2) PROGRAM DESCRIPTION: The NAWCWD Test Management Branch requires interpretation and translation
services, in addition to test management support services for the Point Mugu Sea Range (PMSR) Test Management
Branch and the Japanese Defense Forces.
(3) REQUIRED CAPABILITIES: These services shall facilitate communication, operational test support, and
reporting between the Government and Foreign Military Sales (FMS) customers by preparing documents and
software packages for the designing, planning, cost estimating, and scheduling of all test and evalation operations.
(4) PLACE OF PERFORMANCE: Naval Base Ventura County, Point Mugu, CA and Naval Base Ventura County,
San Nicolas Island (SNI).
(5) CONTRACT TYPE: The Government is contemplating awarding a Cost Plus Fixed Fee (CPFF) contract.
(6) SPECIAL REQUIREMENTS: N/A

(8) CONTRACTOR RESPONSE: Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation.

business with the federal government.
Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled
Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact
(POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency
(DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for
coordinating with their CAGE code’s Data Custodian POC to request access to CUI. For additional information, visit the
