THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND



IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm fixed price supply purchase for additional Agilent 8890 Gas Chromatography (GC) system for use at 18th Operational Medical Readiness Squadron (OMRS) for Theater Preventive Medicine Flight (TPMF), Unit 5268 FM5270 McKennon Ave. Bldg 3154 Kadena AB Okinawa-City, Okinawa Japan 904-0203 in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.1061(b)(1)(i), only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure Agilent 8890 Gas Chromatography (GC) system for use at 18th Operational Medical Readiness Squadron (OMRS) for Theater Preventive Medicine Flight (TPMF). TPMF currently has one Agilent 8890 Gas Chromatography (GC) system that is dedicated to polychlorinated biphenyl (PCB) analysis in water and oil and requires an additional unit for analysis. The 18th OMRS requires the Agilent 8890 Gas Chromatography (GC) system to analyze polychlorinated biphenyl (PCB) analysis in water and oil. The additional Agilent GC 8890 will be used for drinking water and environmental analysis, specifically for haloacetic acids (HAA5). This analysis is necessary for environmental hazard monitoring in support of base operations and ensuring health and safety for base personnel for 14 PACAF units across the INDOPACOM region. Additionally, the lab directly supports 14 units across the region in environmental monitoring and industrial health and safety as the only OCONUS environmental analytical lab in the USAF. If using only one machine, chemical feed lines and sample trays would need to be purged, changed, and extensively cleaned to avoid contamination. This would hinder the overall effectiveness of the lab's requirement to provide a chemical analysis result to its customers within 10 business days.

Agilent Technologies Japan, LTD. is the only source that can meet the Government’s minimum requirements to provide the requested supplies mentioned above at 18th Operational Medical Readiness Squadron (OMRS) for Theater Preventive Medicine Flight (TPMF).



This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required customized implant for Naval Hospital - Bremerton (NHB). Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
