The Town of Lincoln will be soliciting bids for an irrigation replacement project at courts 3 - 6 of the Lincoln Clay Tennis Courts located on Ballfield Road, Lincoln, MA under MGL 30, 39M.  This will be a prevailing wage project.  The irrigation project consists of the furnishing and installation of a three zone, nine head irrigation system at both courts 3 & 4 and 5 & 6 of the Lincoln Clay Tennis Courts. This system will be replacing an already existing system.

Bid Documents: Available Monday, December 1 st , 2025 on the Lincoln Town website (at link below) and at the Lincoln Town Offices (16 Lincoln Road, Lincoln, MA 01773).

Pre-Bid Meeting/Site Walk: Tuesday, December 9th at 11:00am.  Bidders should meet outside at Tennis Courts at 1 Ballfield Road, Lincoln, MA 01773.

BID INSTRUCTIONS
CLAY TENNIS COURT IRRIGATION SYSTEM REPLACEMENT
COURTS 3-6
The Town of Lincoln will accept bids for an irrigation replacement project at courts 3 – 6 of the
Lincoln Clay Tennis Courts located on Ballfield Road, Lincoln, MA
Copies of bid specifications are available for download at the Town's website:

A pre-bid meeting/site walk will be held on Tuesday, December 9, 2025 @ 11:00 a.m. at the
clay tennis courts – 1 Ballfield Road, Lincoln, MA 01773. All interested bidders are encouraged to
attend.

The Town will make an award to the lowest responsible and responsive bidder within seven (7)
business days of the acceptance of the bids. The lowest bidder will be determined by the total
contract price.
The Town reserves the right to reject any or all bids if it were in the Town's interest to do so. The
Town also reserves the right to waive any informalities.
All bids must comply with the following conditions:
1. All bids shall be submitted on the Bid Response Sheet provided in this specification.
2. Bid Response Sheet - The bidder shall include on the Bid Response Sheet the name
and address of the bidder, a telephone number and the times when he/she can be
contacted and three references from other similar projects completed. The bidder shall also
provide his/her social security or federal identification number.
3. Insurance - coverage as specified below shall be taken out in a company or
companies authorized to do such business in the Commonwealth of Massachusetts and
shall be written for not less than any limits of liability as specified herein below, or required
by law, whichever is greater.
a. Worker's Compensation and other benefits as required under Chapter 152 of the
General Laws, as amended, and Section 34A of Chapter 149 of the General Laws.
b. Employer's Liability with a limit of at least $100,000 each accident.
c. Comprehensive General Liability and Automotive Liability: General Liability shall
include Contractor's Liability, Completed Operations and Products Liability; all on
the occurrence basis with Personal Injury Coverage and Broad Form Property
Damage. Automotive Liability shall include coverage for owner, non-owned and
hired automobiles, where applicable.
d. Combined single limit for Comprehensive General Liability and Automotive Liability:
e. Each Person $1,000,000 Each Occurrence $1,000,000
f. The Town of Lincoln will be named as an additional insured on all policies.
g. Certificates of Insurance shall be submitted to the Town simultaneously with the

execution of the Contract. Certificates shall Indicate that Contractual Liability
coverage is in force. These Certificates shall contain a provision that the insurance
company will notify the Town by registered mail at least thirty days in advance of
any cancellation, change or expiration of the policies.
4. The Town of Lincoln will make an award to the lowest responsible and responsive bidder.
The responsive bidder will be the one who meets all bid requirements and submits all
required information to the Town. The responsible bidder will be determined through
reference checks.
5. Bid Deposit – All bids with a value over $50,000 shall be accompanied by a bid deposit in
the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check
issued by a responsible bank or trust company, payable to the Town of Lincoln. The
amount of such bid deposit shall be five percent of the total value of the bid.
6. Payment Bond – If selected as contractor, the vendor will, within ten days (Saturdays,
Sundays and legal holidays excluded), following notification of selection, provide a payment
bond, from a surety company qualified to do business under the laws of the
Commonwealth and satisfactory to the awarding authority, in the sum of fifty percent of the
contract price, the premiums for which are to be paid by the contractor and are included in
the contract price.
7. This contracted work shall be completed by April 27, 2026.
8. A Pre-Bid Meeting/Site-Walk will be held on Tuesday, December 9, 2025 @ 11:00 a.m.
at the Lincoln Clay Tennis Courts located at 1 Ballfield Road Lincoln, MA 01773.
Questions regarding this bid may be submitted to Jessica Downing - Parks and Recreation
Director in writing via email (jdowning@lincnet.org) no later than Friday, December 12,
2025 at 12:00PM.
9. The Terms and Conditions of the contract are spelled out in this Invitation to Bid, in
the Specifications, and in the Bid Response Sheet, all of which will be part of the contract
document. The successful bidder will be acknowledged with a letter of award, which will be
signed by both parties. This letter will also become part of the contract document.

SPECIFICATIONS FOR GOODS AND/OR SERVICES
GOODS/SERVICE
Install new tennis court irrigation system for courts three through six at Lincoln, MA public clay tennis
courts located on Ballfield Road consisting of three zones and nine heads per court battery.
USE
Irrigation system servicing courts 3-6 at Lincoln, MA public clay courts.
SPECIFICATIONS
This installation will consist of installing a 2 inch mainline poly pipe from the bathroom building to
the backside of the tennis court to feed all valves. All valves to be located on the backside of
tennis court along the wooded area. There will be 3 zones per two courts, along with 9 sprinkler
heads. During this installation most of the sprinkler heads will be fed from the outside of the court
preventing most damage to the clay. This project must take place by April 27, 2025. Timing will
be coordinated with the Director of Parks & Recreation.

Water box sigot at back of bathroom building before master valve (independent of).
Special Notes:
Vendor shall remove and dispose of lines that are currently located in replacement areas
or any other old lines that are showing through the clay.
Vendor must agree to return premises to its original condition with the exception of trench areas
through the courts, which Lincoln Parks & Rec will be responsible for restoring.
Vendor must have experience installing and or maintaining irrigation systems at clay tennis
courts.
Vendor shall provide all labor at state prevailing wage rates, equipment and materials
necessary to meet the job specifications.
Vendor shall provide a 50% payment bond.
