Professional Engineering Services for the Community Development Block Grant
Program (3-Year Contract)
GENERAL DESCRIPTION OF PROPOSED ACTIVITIES
The Council of the City of Meadville is seeking a qualified engineering firm to assist with the
implementation of its Community Development Block Grant program. The City of Meadville has
prioritized the following projects in accordance with its community development goals: street
improvements, stormwater construction, general construction projects, park improvements and blight.
The City receives funding each year to carry out these projects. The selected engineering firm will be
responsible for the identification of potential projects, project scoping, project design, providing quotes,
and ensuring project compliance with local, State, and Federal regulations.
TYPE OF SERVICES REQUIRED
Professional Engineering services for preparation of plans and specifications as needed to correctly execute
approved engineering design documents to include related tasks as listed below:
Develop project cost estimates.
Develop detailed construction plans and bid specifications.
Attend and conduct pre-construction conference.
Attend and conduct construction progress meetings.
Review and approve shop drawings and product samples.
Respond through team of engineers and landscape architects to on-going questions from contractors.
Prepare contract change orders for approval of the City.
Document construction observation issues.
Review and recommend to the City appropriateness of payment to contractors.
Advise city on appropriateness of making payments for specific construction list items from
designated sources of funds
Advise city on appropriateness of monthly draw-downs
Advise city on conducting pre-final inspections to determine if the project is substantially complete,
and a final inspection to determine if the project has been completed in accordance with the
Construction Documents and if the Contractors have fulfilled all of their obligations there under so
that final payments are warranted.
Ensure project compliance with State and Federal Regulations as they relate to the Community
Development Block Grant program.
Inspection and recommendation regarding habitability and structural soundness of
blighted properties.
Design of park projects.

INFORMATION REQUIRED OF EACH SUBMISSION
Each submission shall contain three copies of the RFQ Response to the City of Meadville.
Submissions must be received by Friday, September 18, 2026 by 4:00PM.

Submissions shall contain responses to the following items:
The qualifications and experience of the professional personnel to be assigned to the project.
Demonstration of past experience with Community Development Block Grant funding.
Examples of past projects relevant to community development and infrastructure (ex.
street paving, street design, park design, stormwater design, blight).
The designated contact person in charge of overseeing day to day project activities.
The name, title, address, and telephone number of individuals with authority to negotiate and
bind the proposal contractually, and who may be contacted during the RFQ selection process.
Demonstration of familiarity with the community, its infrastructure and assets.
EVALUATION PROCESS
Submissions will be reviewed and evaluated on the following areas in order of relative importance and
be assigned a point value out of the possible points listed:

Specialized experience or technical expertise of the firm in connection with the
type of services to be provided and familiarity with local conditions.
Familiarity with the type of problems applicable to the project.

Past record of performance on contracts with the City of Meadville and other clients
including quality of work, timeliness, and cost control.
Qualifications and experience of the professional personnel assigned to the project.
Identification of designated contact persons as noted above.
Firms will be evaluated and selected based on qualifications. The City of Meadville will seek to
negotiate a contract with a firm that it determines is most qualified to perform the required
services.
OTHER NOTICES
The City of Meadville expressly reserves the right to accept or reject any or all RFQs with
respect to this solicitation.
Any and all costs associated with, or in the development of a submission are the responsibility
of the Consultant, and shall not be chargeable to the City of Meadville or Crawford County
under any circumstances.
All submissions shall become property of the City of Meadville to use or, at the discretion
of City Council and the City Manager, return to the Consultant. Furthermore, all RFQs
and any associated documents received are considered public information and will be
open for inspection to interested parties.
It is the public policy of Crawford County to promote the opportunity for full participation by
minority and women business enterprises (“MBE” and “WBE”) and Section 3 business

concerns in all projects receiving federal funds from the United States Department of Housing
and Urban Development which are administered by the Pennsylvania Department of
Community and Economic Development. Crawford County has established a Minimum
Participation Level (MPL) of five percent (5%) for Minority Business Enterprises and three
percent (3%) for Women Business Enterprises participation on projects with CDBG funding.
It is the public policy of Crawford County to promote the opportunity for full participation by low-
and very low- income persons and to business concerns which provide economic opportunities to
low- and very low-income persons in its Community Development Block Grant (CDBG),
HOME Program, and Emergency Shelter Grant Program. Crawford County has
established Numerical Goals at 25% or more of the total number of labor hours worked by
all workers on a Section 3 project are Section 3 workers and 5% or more of the total
number of labor hours worked by all workers on a Section 3 project are Targeted Section 3
workers. A Section 3 project is defined as a project that covers housing rehabilitation,
housing construction, and other public construction projects assisted under HUD Programs
that provide housing and community development financial assistance when the amount of
assistance to the project exceeds a threshold of $200,000.00
