Description:

At Coppermine WRF, Paulding County Water System (PCWS) experienced a liner failure at Pond #2, which
is typically used to store wastewater prior to pumping to an approximate 200-acre land application site
(LAS). The pond includes a 23-foot-deep wet well equipped with three 150-hp pumps, each capable of
delivering approximately 2,500 gpm, although only one pump is typically operated under normal conditions.
Following the failure, PCWS installed temporary piping and pumping to bypass Pond #2 and maintain land
application operations.
PCWS requests bids from qualified contractors to remove approximately 3 feet of solids remaining in the
approximately 4.8-acre Pond #2 to facilitate a comprehensive assessment of the liner and underlying soils.
The scope of work includes:
· Dredging: Complete removal of solids to ensure no material remains on the pond bottom.
· Dewatering: Process solids to meet receiving landfill requirements (typically 13-15% solids).
· Disposal: Transport and dispose of dewatered sludge at landfill selected by contractor.
Contractors are responsible for the handling and disposal of solids once they leave the WWTP site. Please
note, to legally dispose of dewatered sludge in a Georgia municipal solid waste landfill:
· The landfill must be permitted by Georgia EPD to accept such material.
· The sludge must meet state and federal standards for stabilization and safety.
· The activity is governed by Georgia Rules for Solid Waste Management, Chapter 391-3-4, in
coordination with federal regulations at 40 CFR Part 503. Solids from the dewatering process at Coppermine WRF are currently disposed into the Taylor County
landfill. 240-volt temporary electricity is available at the Owner’s expense for contractor’s use on site via
Greystone power company through receptacles at various locations. Water can be made available for
contractor’s use on site at the Owner’s expense.
